About the role
Reporting directly to the President, the Senior Vice President of Finance, IT & Procurement serves as a key member of the executive leadership team and principal advisor on all matters related to financial stewardship, budgeting, auditing, compliance, information technology, and procurement operations.
Responsibilities
- Lead all financial operations in compliance with HUD regulations, ACC requirements, and federal, state, and local guidelines
- Oversee audits, internal controls, financial reporting, risk management, and regulatory compliance
- Serve as liaison to auditors, federal partners, and financial stakeholders
- Ensure accurate and timely preparation of budgets, financial statements, and compliance reporting
- Lead operating, capital, development, and property management budgeting processes
- Support mixed-finance development, LIHTC transactions, bond financing, and long-range capital planning
- Partner with leadership on MTW reporting, strategic planning, and financial forecasting
- Oversee enterprise financial systems, ERP modernization, procurement operations, cybersecurity, and systems integration
- Lead modernization initiatives related to Yardi and other financial or property management systems
- Ensure procurement practices promote transparency, fiscal responsibility, and operational efficiency
- Represent Elm City Communities with public agencies, financial institutions, development partners, and community stakeholders
- Present financial and operational information to executive leadership, boards, regulators, and the public
Requirements
- Master’s degree in Finance, Business Administration, Public Administration, Accounting, or related field
- Minimum eight years of progressively responsible financial leadership experience in public sector, nonprofit, affordable housing, or government-adjacent organizations
- Executive leadership experience overseeing large operational budgets and multidisciplinary teams
- Strong knowledge of HUD programs, public housing finance, mixed-finance transactions, LIHTC, fund accounting, and compliance environments
- Experience leading complex financial operations, audits, enterprise reporting, and strategic planning initiatives
Qualifications
- Strongly Preferred: Certified Public Accountant (CPA)
- Experience with Yardi financial and property management systems
- Experience within a Public Housing Authority or Housing Authority Instrumentality
- Background leading financial systems modernization and enterprise technology initiatives
