The Office of Health Care Affordability (OHCA) has three primary responsibilities: slowing health care spending growth, monitoring health system performance, and assessing market consolidation. OHCA was created in an effort to slow rising health care spending, and the work of this office will make a tangible difference in making health care more affordable. Responsibilities

• Support the development, adoption, and refinement of alternative payment model (APM) adoption goals and standards used by health care payers and providers statewide.
• Support policy and data analysis and public reporting across the Value-Based Payment Group and Health System Performance Branch.
• Collect APM data, conduct research and analysis to monitor APM adoption, and summarize evidence-based practices for implementing APMs.
• Create compelling data visualizations and summaries of analyses to include in public reports and dynamic dashboards.
• Build positive relationships with external stakeholders and facilitate internal and external communications.
• Further OHCA’s mission of promoting equitable, high-quality, and affordable health care in California through the implementation of value-based payment models.

Pay

• Classification: HEALTH PROGRAM SPECIALIST II
• Salary Range: $7,276.00 - $9,107.00 per month
• New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
• Shall Consider: HEALTH PROGRAM SPECIALIST I
• Salary Range: $6,623.00 - $8,290.00 per month

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month.
