Job Responsibilities
- Implement and maintain policies and procedures compliant with import, export and supply chain security laws and regulations.
- Partner with leaders and teams to ensure all trade compliance related policies and procedures are current, accurate, and appropriately implemented by each operation.
- Manage and ensure completion of annual licensing requirements and compliance-related training and certifications at all sites including ITAR registration, OFAC reporting, C-TPAT certification and AEO.
- Provide training and operational oversight of Trade Compliance Administrators assigned to each operation.
- Determine export classification (ECCN), jurisdiction, licensing end use and licensing requirements (if applicable) based upon the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and U.S. Customs Regulations (CBP).
- Determine the HTS classification of products using (a) the Harmonized Tariff Schedule of the United States (HTSUS) according to General Rules of Interpretation (GRI’s), (b) Binding Rulings, (c) Explanatory Notes, (d) Informed Compliance Publications, (e) Reasonable Care Guides, and (f) other established Customs information.
- Administer and monitor the restricted party screening process globally via export documentation software and enhanced due diligence tools.
- Respond to operational inquiries regarding HTS and Schedule B classification, ECCN classifications, documentation requirements, incoterm requirements, customs clearance resolution other import and export regulations to ensure timely clearance.
- Identify, recommend, and implement import and export compliance and operational synergies to reduce cost and regulatory risk.
- Provide oversight of third-party providers, focusing on compliance with meeting agreed to service and compliance levels. (e.g. freight forwarders, customs brokers, etc.).
- Develop, create, or obtain all necessary performance metric reports.
- Maintain import and export controls compliance records in accordance with governmental regulations.
- Distil and present information to senior leaders to provide impact, implications, recommendations, and solutions.
- Plan and conduct reviews, assessments, and investigations to ensure compliance with applicable laws, regulations, and requirements to support compliant operations. (Audits).
- Support and monitor Watchlist country activity and provide guidance and approvals to business units based on OFAC regulatory requirements.
Required Skills / Knowledge
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
- Licensed Customs Broker (preferred).
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Ability to attend detail and work in a time-conscious and time-effective manner.
- Excellent verbal, written, and interpersonal communication skills.
- Strong analytical skills with high attention to detail and accuracy.
- Ability to articulate complex concepts in a clear manner.
Experience
- Ten (10) years of work-related experience.
Education Requirements
- Accredited four (4) year degree or global equivalent in applicable field of study.
- Six Sigma/Green Belt or LEAN certified (preferred).
