About the role
The Oracle Government Defense & Intelligence is seeking a Principal Technical Program Manager to lead complex, cross-organizational technical programs supporting sovereign and government cloud capabilities.
Responsibilities
- Establish scope, milestones, program plans, dependencies, risks, and execution strategies for complex technical programs.
- Manage cross-functional initiatives that impact product, business, infrastructure, operational readiness, or customer commitments.
- Lead program execution across engineering, release management, operations, customer success, and stakeholder teams.
- Identify and manage highly complex issues, bottlenecks, risks, and tradeoffs; escalate with clear options and recommendations when appropriate.
- Develop program standards, operating mechanisms, reporting, dashboards, forecasts, and models to improve execution visibility.
- Drive continuous improvement, process optimization, automation opportunities, and operational efficiencies across workstreams.
- Facilitate technical discussions, align priorities, resolve blockers, and maintain effective communication with leadership and stakeholders.
- Act as a liaison across stakeholder teams to protect customer success and Oracle commitments.
Qualifications
- 11 years of experience as a Program Manager leading large technical programs, development or implementation projects, or complex cross-functional programs from conception to delivery; or bachelor's degree in a relevant field and 7 years of such experience; or master's degree and 5 years; or doctorate and 3 years.
- Demonstrated technical leadership, cross-functional program leadership, roadmap management, prioritization, risk management, and stakeholder communication skills.
- Experience managing program scope, milestones, dependencies, risks, resourcing, reporting, and executive communications.
- Demonstrated ability to work across engineering and business teams to deliver complex technical outcomes.
