About the Role

The Chief for Program Protection, Security and Intelligence serves as the senior policy advisor to the Director and expert on interagency coordination processes, overseeing major policy development and coordination projects. This role leads a security team supporting National Security/Emergency Preparedness (NS/EP) programs, developing and implementing security measures for classified facilities and information across various locations. The position involves strategic planning, infrastructure support, and coordination with high-level officials from multiple government departments and agencies to ensure essential government functions continue during crises.

Responsibilities

  • Develop and implement concepts, policies, security, and intelligence programs to support the Task Force’s specialized mission through oversight and direction of group efforts.
  • Oversee, guide, and direct major policy development and coordination projects, advising senior executives on advances in Operational Security and Intelligence.
  • Plan, organize, and direct long-range (5-10 year) studies and forecasts, recommending methods to enhance security systems and protective measures.
  • Evaluate and recommend plans for major agency and interagency security projects, implementing DoD and national-level guidance into agency standards and policies.
  • Oversee the overall security program, coordinating with senior officials to develop measures for classification, safeguarding, transmission, declassification, and destruction of classified information.
  • Coordinate with information systems security personnel to manage and oversee classified information in electronic form.
  • Develop, implement, and sustain the organization’s Enhanced Operational Support and Operations Security (OPSEC) programs, including continuous training for over 200 assigned personnel and hundreds of rotational personnel.
  • Organize, codify, and manage the Specialized Sensitive Support program, ensuring compliance with DoW Policy and U.S. Code, including development of foundational documentation and training support packages.
  • Develop and implement the Counterintelligence program, focusing on Insider Threat and internal incident response, investigations of security incidents, and Incident Response Policy/SOPs.
  • Establish and oversee a comprehensive security program covering Personnel Security (PERSEC), Insider Threat, Operational Security (OPSEC), Information Security (INFOSEC), Industrial and Information Assurance.
  • Manage physical security and access control programs at various sites to prevent unauthorized access to facilities and information.
  • Develop and implement security awareness programs for personnel assigned to or visiting sites.
  • Analyze, plan, and implement operational security procedures to ensure business continuity and crisis resilience.
  • Apply specialized knowledge to Continuity of Operations (COOP) support programs, reviewing and modifying TF policies as required.
  • Monitor operations to identify and refine strategies for improving operational effectiveness and efficiency of policies and procedures.
  • Develop and direct NS/EP support focused on long-range strategic emergency and mobilization policies for critical elements of supported organizations.
  • Provide oversight to sensitive programs and contribute to the development of concepts and implementation plans for senior U.S. Government leaders.
  • Serve as the senior security policy expert for specialized projects, including COOP facilities acquisition, maintenance, and demobilization of resources.
  • Represent the TF at meetings and conferences, advising key leadership on interagency NS/EP policies and operational readiness programs.
  • Evaluate and advise on alternative operational concepts based on risk assessment and vulnerability reports.
  • Analyze new and revised U.S. Government and DoD directives related to COOP and NS/Emergency Management policy for consistency with TF objectives.
  • Engage with stakeholders, clients, and overseers about the TF mission and activities.

Qualifications

The successful candidate should have significant experience in one or more of the following areas: strategic planning, leading and directing Specialized Sensitive Support, Enhanced Operational Support, OPSEC, Counterintelligence (CI), and Program Security. The incumbent must demonstrate mastery in the five Defense Intelligence Senior Level (DISL) core qualifications:
