About the role

The New York City Department of Homeless Services (DHS) is the nation’s largest organization dedicated to preventing and addressing homelessness. DHS partners with city agencies and nonprofit organizations to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing with a focus on accountability, empathy, and equity. The Division of Shelter Intake oversees day‑to‑day operations of single‑adult, adult‑family, and families‑with‑children intake and assessment sites, both directly run and contracted, ensuring that the city’s most vulnerable population can access shelter 24/7, 365 days a year.

Responsibilities

• Serve as a senior team leader overseeing Associate Fraud Investigators Level I staff, family workers, and community coordinators.
• Focus on eligibility determinations and fraud prevention, ensuring timely case resolutions and reducing delays, hold cases, and unnecessary shelter placements.
• Provide supervision and technical assistance to social‑services staff.
• Liaise with shelter staff and community‑based providers to facilitate client placement into alternative housing.
• Refer staff to the DHS Training Bureau for ongoing training.
• Develop and monitor staffing schedules; prepare and review monthly reports on program activities and staff operations.
• Coordinate and participate in case conferences and internal/external meetings.
• Recommend innovative strategies and techniques to enhance programs that meet client needs.
• Collaborate with DHS‑contracted sites and various agencies providing services for the homeless.
• Monitor non‑compliant clients and utilize Client Responsibility procedures when needed; submit Client Responsibility cases for review and sanction, when applicable.

Minimum Qualifications

• Must be permanent in the Associate Fraud Investigator civil service title or in a comparable title eligible for a 6.1.9 title change.
• Four‑year high school diploma or equivalent + five years full‑time experience in investigations (criminal/fraudulent activities), credit evaluation, asset searches, or evidence gathering, with at least one year in a supervisory or administrative capacity.
• Associate degree (or 60 semester credits) from an accredited college, including at least 12 credits in criminal justice, forensic science, police science, criminology, criminal justice administration, or law, + three years full‑time experience as described above, with at least one year supervisory.
• Baccalaureate degree from an accredited college + two years full‑time experience as described above, with at least one year supervisory.
• Education and/or experience equivalent to any of the above pathways; however, all candidates must have a high school diploma/equivalent and one year supervisory experience.
• Undergraduate college credit may substitute for experience at a rate of 30 semester credits (including 6 credits in the fields listed above) for one year of experience.

Preferred Skills

• Minimum two years supervisory experience.
• Prior investigative experience in social services.
• Ability to work in a fast‑paced social‑services environment.
• Bilingual (Spanish) preferred but not required.

Schedule

Sunday – Thursday, 4 PM – 12 AM. Regular days off (RDOs) are Friday and Saturday.

Pay

$77,211.00 – $88,793.00 per year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. City employees in certain titles who have completed two continuous years of City service may reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
