Responsibilities
The Senior Strategy and Engagement Analyst primarily supports Enterprise capability requirements development, Infrastructure upgrade and capability rollout support, and Operational transition support. Responsibilities include but are not limited to:
- Assist the government in the analysis and coordination of DoD MPE enterprise requirements.
- Provide analysis and recommendations to support the MPCO Requirements Management and Strategic Planning Branch in the evaluation and coordination of DoD MPE requirements, and help evolve and mature MPCO’s MPE Requirements Management Process.
- Perform Systems Engineering activities, including research in support of requirements analysis and translation of operational requirements into functional and performance requirements.
- Make recommendations for the prioritization of requirements with consideration of Joint Staff (JS) prioritizations and current MPCO technical implementations.
- Provide analysis and recommendations for the US BICES-X & MPCO Enterprise Requirements Management (RM) process. Coordinate and manage the collection of all US BICES-X & MPCO Enterprise requirements and facilitate the prioritization, validation, and approval/disapproval process for these requirements.
- Ensure that BCO/MPCO staff, customer/stakeholders, and US BICES-X/MPCO Contractors are familiar with the RM process. Develop updated processes for review as necessary or when directed.
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, including assigned by, suspense, status, and comments on all assigned tasks through completion, and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows, and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish a foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government-provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem-solving.
- Make recommendations on process improvements and practices that improve quality, speed, and/or efficiency.
Requirements
- MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work-related).
- Minimum of ten (10) years of related work experience.
- Minimum of six (6) years of specific work-related experience in support of a DoD component.
- Experience supporting strategic planning, and developing and supporting the implementation of strategic plans, initiatives, and programs that align with DoD overarching goals and objectives.
- Experience engaging with internal and external stakeholders, including government agencies, industry partners, and international organizations, to foster collaboration, build partnerships, advance mutual interests, and develop capabilities and requirements.
- In-depth understanding of US defense policy, doctrine, and strategic priorities and the ability to apply these to capability and requirements development.
- Strong oral and written communication skills to convey complex concepts, policies, and strategies to diverse audiences at all levels, both internally and externally. Written samples may be requested.
- Operates as part of the Contractor’s Acquisition support team.
Qualifications
- Experience as a Contracting Officer, Program Manager, or Contracting Officer Representative.
- Business degree or related degree.
- Strategic Planning certifications.
- Knowledge of Generative AI tools and methods.
- Experience with the Air Force and/or Intelligence Community.
- PMP certification.
Work Environment
- Location: On-site
- Travel Requirements: Minimal 0-20%
- Working Hours: Standard, 40 hours per week
Pay
Basic compensation: $190,000 - $200,000. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity. KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may include sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
