About the role
The Senior Strategy and Engagement Analyst supports the Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) (CDMX/P&R) Requirements section, providing analysis and coordination of DoD MPE enterprise requirements. The role primarily involves enterprise capability requirements development, infrastructure upgrade and capability rollout support, and operational transition support.
Outcomes
- Formally track all tasks, including assignment source, suspense, status, and comments through completion, and be prepared to brief upon request.
- Develop digital continuity folders and files containing standard operating procedures, workflows, and POC lists to accomplish all tasks.
- Create 2-3 products beyond client requirements that positively impact efficiency, effectiveness, or innovation.
- Establish a foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals.
- Master position tasks within 60 days and exceed requirements within 90 days.
- Use government-provided Generative AI tools daily to accelerate tasks, research, documentation, analysis, planning, reporting, and problem-solving.
- Recommend process improvements and practices that enhance quality, speed, or efficiency.
Responsibilities
- Assist the government in analyzing and coordinating DoD MPE enterprise requirements.
- Provide analysis and recommendations to support the MPCO Requirements Management and Strategic Planning Branch in evaluating and coordinating DoD MPE requirements, evolving and maturing the MPCO’s MPE Requirements Management Process.
- Perform Systems Engineering activities, including research to support requirements analysis and translation of operational requirements into functional and performance requirements.
- Recommend prioritization of requirements, considering Joint Staff (JS) prioritizations and current MPCO technical implementations.
- Analyze and recommend improvements for the US BICES-X & MPCO Enterprise Requirements Management (RM) process.
- Coordinate and manage the collection of all US BICES-X & MPCO Enterprise requirements, facilitating prioritization, validation, and approval/disapproval processes.
- Ensure BCO/MPCO staff, stakeholders, and contractors are familiar with the RM process and develop updated processes for review as necessary.
Requirements
- Minimum of ten (10) years of related work experience.
- Minimum of six (6) years of specific work-related experience supporting a DoD component.
- Experience supporting strategic planning and implementing strategic plans, initiatives, and programs aligned with DoD overarching goals.
- Experience engaging with internal and external stakeholders, including government agencies, industry partners, and international organizations, to foster collaboration and advance mutual interests.
- In-depth understanding of US defense policy, doctrine, and strategic priorities, with the ability to apply these to capability and requirements development.
- Strong oral and written communication skills to convey complex concepts to diverse audiences.
- Operates as part of the Contractor’s Acquisition support team.
Qualifications (Desired)
- Experience as a Contracting Officer, Program Manager, or Contracting Officer Representative.
- Business degree or related degree.
- Strategic Planning certifications.
- Knowledge of Generative AI tools and methods.
- Experience with the Air Force and/or Intelligence Community.
- PMP certification.
Other Requirements
- Local travel and/or occasional long-distance travel may be required, less than 10%.
