Responsibilities
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Experienced professional with strong knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Experienced individual with strong negotiation skills, subcontractor management and program risk management experience.
- Experienced individual with ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Experienced professional with in-depth knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Skilled at problem solving by leveraging experience and through analysis of data
- In-depth understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
- Experience with Intellectual Property (IP) and Patent requirements
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Ability to travel domestically and internationally if needed.
Qualifications
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Total relevant professional experience to be minimum of 6 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
- 6 years of experience using MRP systems software.
- Minimum 3 years’ experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.).
Preferred Additional Skills
- Demonstrate a strong attention to detail and a high degree of accuracy.
- Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
- Experience with Earned Value Management (EVMS) as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
- Leverage Lean Six Sigma experience
