About the role
L3Harris Technologies is seeking a Senior Specialist, Proposal Management (Price/Cost Analyst) with expertise in supply chain and financial analysis. The ideal candidate will lead the analysis of complex supplier proposals, support negotiations, and drive business growth through data-driven insights.
Responsibilities
- Carries out broad and complex assignments in the analysis of complex high-dollar cost proposals.
- Conducts supplier/subcontractor proposal fact-finding to gain a thorough understanding of the subcontractors' cost proposals and collect supporting data.
- Supports negotiations with suppliers, including conducting price negotiations in coordination with Buyers/MPM's and IST's.
- Assists with the development of negotiation positions and pricing objectives.
- Performs rate reviews at supplier facilities, requiring supplier's payroll information and other financial information.
- Mentors and/or assists in training buyers in subjects related to cost and price analysis.
- Prepares and presents cost reports to management, contracts personnel, customers, and price auditors.
- Develops and maintains cost models and historical cost data.
- Drives supplier negotiations (price, schedules, and terms & conditions).
Qualifications
- Bachelor’s Degree and minimum 6 years of prior relevant Proposal/Financial Analysis or Pricing experience.
- Graduate Degree and a minimum of 4 years of prior related Proposal/Pricing experience.
- In lieu of a degree, minimum of 10 years of prior related Proposal/Pricing/Estimating experience.
- 4 years of experience with Government contracts, processes, and procedures.
Preferred Additional Skills
- Applicable Federal Acquisition Regulations (FAR), Defense Acquisition Regulation System (DFARS), Cost Accounting Standards (CAS) and processes affecting procurement and contractual functions.
- Cost and price analysis techniques and government contracting.
- General accounting practices, proposal methodology and estimating techniques.
- Research methods and techniques.
- Computer systems to prepare reports and documents with an emphasis on Microsoft Excel and Microsoft Word.
- Analytical skills and comfortable using Microsoft Excel for developing analysis tools, tabulating, and charting data with complex data sets.

Pay
The salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C., Denver, or NYC areas is $88,000.00 MIN - $164,000.00 MAX.
The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $76,500.00 MIN - $U141,500.00 MAX.
Schedule
Employees work 9 out of every 14 days- totaling 80 hours worked- and have every other Friday off.
