About the role
Our team is actively seeking a Senior Contracts Specialist to join the Intelligence, Surveillance and Reconnaissance (ISR) business area. This position is responsible for a diverse business area, with defense customers from various USG Departments and Agencies, as well as large and small business prime contractors. The Contracts Senior Specialist will administer, extend, negotiate, and terminate standard and nonstandard contracts.
Responsibilities
- Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
- Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
- Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
- Prepares contractual letters, Terms & Conditions, Representations & Certifications for proposals to the U.S. Government and other DoD Contractors.
- Provides audit and fact-finding support for major proposals.
- Administers and closes contracts.
- Compiles information and reports.
- Interprets contract requirements and tracks contractual performance to the requirements.
- Interfaces directly with customers, senior management, and program teams to resolve issues, secure approvals, and ensure successful contract execution.
- Serves as the primary liaison for contractual communications between L3Harris and our customers.
- Conducts change management processes with internal team and communicates equitable adjustment rights to customers.
- Assists in proposing and negotiating contracts for the company’s products and services in prime and subcontracting environments.
- Ensures compliance with federal procurement regulatory requirements.
- Assists procurement personnel with significant contracting tasks, including establishing flow-down terms and conditions.
- Utilizes knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations.
- Influences successful business outcomes to achieve business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs.
- Provides guidance, coaching, and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others' work product.
Requirements
- Ability to obtain a DoD Secret security clearance.
- Must be a US citizen.
Qualifications
- Bachelor’s Degree and minimum 6 years of prior relevant experience.
- Graduate Degree and a minimum of 4 years of prior related experience.
- In lieu of a degree, minimum of 10 years of prior related experience.
- Minimum 4 years experience working with Defense programs, FAR/DFARS, and TINA.
Skills
- Active Secret security clearance (preferred).
- Demonstrated experience in contract negotiations.
- Experience working with Defense programs, FAR/DFARS, and TINA.
- Proficiency in utilizing and interpreting financial models and analyses.
- Strong communication (verbal and written), organization, negotiation skills, and management skills.
- Excellent computer skills including MS office applications (strong Excel and Word skills).
- Self-motivating and able to manage multiple contracts with minimal assistance from others.
- Excellent people skills with a positive attitude, able to collaborate in a diverse, multi-disciplinary team environment.
