About The Department The City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $119 million annually and 112 employees, the Department administers multiple local, state, and federal funds. Position Duties The City of San Jose's Housing Department is currently recruiting for one (1) Senior Shelter Compliance Officer (Senior Development Officer). The Senior Shelter Compliance Officer position is part of the Homeless Response Division and will be assigned a wide range of responsibilities. The position will oversee activities and programs within the Homeless Response Division, which focuses on the City's expansive response to homelessness. This includes managing programs offering individuals and households experiencing homelessness with street-based services, crisis response interventions, and housing-based solutions, as well as engaging the broader City community regarding homelessness and homeless encampments. Responsibilities included but are not limited to: Supervising Development Officers. Overseeing property management and maintenance for Housing Department-owned properties. Serving as the Housing Department's liaison to other City departments. Coordinating prevailing wage compliance for interim housing projects. Managing maintenance and rehabilitation of City-owned hotels, motels, interim housing sites, and emergency housing communitiesReviewing property conditions, prioritizing repair projects, and ensuring timely completion of maintenance work. Working with contractors, consultants, property managers, and City departments to address facility issues. Monitoring project budgets, schedules, and contract performance. Ensuring regulatory compliance with local, state, and federal housing requirements. Drafts memorandums, reports, and prepares presentation material for Department leadership. Develop and monitor program budgets. Track expenditures and funding sources. SALARY Salary range for this classification is $140,846.16 - $171,509.52 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. Minimum Qualifications Education and Experience Bachelor’s Degree from an accredited college or university in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology or related field and five (5) years of increasingly responsible professional level, directly related work experience, including two (2) years of supervisory or development project lead experience. Acceptable Substitution Additional related experience may be substituted for the education requirement on a year-for-year basis. Required Licensing Possession of a valid State of California driver’s license is required. Other Qualifications The ideal candidate will possess the following competencies, as demonstrated in past and current employment history. Job Expertise: Demonstrates knowledge of and experience with national best practices in providing participant-centered services for individuals and households experiencing homelessness, and experience with government programs transitioning homeless into permanent affordable housing. Communication Skills: Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills; displays openness to other people’s ideas and thoughts. Decision Making: Identifies and understands issues, problems, and opportunities; uses effective approaches for choosing a course of action or developing appropriate solutions. Multi-Tasking: Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position(s). Political Skill: Intaking action, demonstrates an understanding and consideration of how it will impact stakeholders and affected areas in the organization. Supervision: Sets effective long and short-term goals based on a good understanding or management practices; establishes realistic priorities within available resources; provides motivational support; empowers others; assigns decision-making and work functions to others in an manner to maximize organizational and individual effectiveness.
