Planned Systems International (PSI) is an enterprise IT services company that designs, builds, secures, and operates software solutions that support mission success and operational excellence across Federal Government organizations. PSI is seeking an AMOC Senior Scientist to provide full-time support to the CBP Air and Marine Operations Center. This role is responsible for applying advanced scientific, analytical, and technical expertise to support C4I systems, ISR capabilities, and data-driven mission operations, including development of innovative approaches to enhance system performance, predictive analysis, and operational effectiveness.

This role involves:

• Applying scientific and analytical methods to evaluate C4I, ISR, and operational data environments.
• Developing models, simulations, and analytical frameworks to support mission decision-making.
• Supporting data analysis efforts related to sensor inputs, surveillance systems, and operational intelligence.
• Conducting research and analysis to improve system performance, predictive capabilities, and mission outcomes.
• Providing technical expertise in evaluating emerging technologies and their applicability to mission needs.
• Supporting development of data-driven solutions for threat detection, situational awareness, and operational planning.
• Collaborating with engineering and operations teams to integrate analytical solutions into operational systems.
• Analyzing system performance data and recommending improvements to enhance reliability and effectiveness.
• Supporting testing, validation, and evaluation of new analytical tools and capabilities.
• Providing technical reports, briefings, and recommendations to Government stakeholders.
• Ensuring compliance with security, data handling, and operational requirements.

Requirements

• Experience supporting maintenance and sustainment of C4I, AMOSS, or ISR systems in operational environments.
• Experience troubleshooting complex system issues across hardware, software, and network components.
• Experience working with mission equipment, maintenance tools, and COTS systems.
• Experience using diagnostic and test equipment to identify and resolve system faults.
• Demonstrated understanding of operational requirements and ability to apply technical procedures in mission environments.
• 10+ years experience.
• Applying scientific or analytical methods to complex technical or operational problems.
• Supporting ISR systems, data analysis, and C4I environments.
• Developing models, simulations, and analytical tools.
• Analyzing large datasets and generating actionable insights.
• Supporting mission-critical operations in high-tempo environments.
• Working within DoD, DHS, or similar Federal operational environments.
• Ability to work in operational environments supporting technical systems.
• May require standing, walking, and limited lifting of equipment.
• Ability to travel and deploy to operational locations as required.

Desired Education

• Bachelor’s degree in Engineering, Computer Science, Information Technology, or related field; experience may substitute.
• Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Data analysis and modeling tools (general familiarity).
• Programming or scripting languages (Python, R, or similar).
• Data visualization and analytics platforms.
• Collaboration tools such as Teams and SharePoint.

Riverside, CA.

Travel is required to support mission operations, system maintenance, and engineering activities across CBP operational locations. Personnel will deploy to sites including CAMOC in Aguadilla, Puerto Rico, and other CONUS and OCONUS locations to perform installation, troubleshooting, integration, and sustainment of C4I, AMOSS, ISR, and telecommunications systems. Travel may be scheduled or occur on short notice in response to mission priorities or system outages. Duration may range from short-term temporary duty to extended support periods based on operational needs. All travel will be Government-directed and reimbursed in accordance with applicable Federal Travel Regulations and contract provisions.
