About the role

The Communication Architectures Department (CAD) performs trade studies, analyses, and simulations to optimize communications performance for terrestrial, satellite, launch vehicle, and ground-based systems. CAD also provides radio frequency (RF) spectrum engineering for future military, civil, and commercial systems and guides the development of spectrum regulations and policies. We are seeking a Senior RF Spectrum Policy Analyst/Engineer to support spectrum policy for government customers, including evaluating policy impacts and advocating for positions that maintain customer access to spectrum. This role requires full-time on-site work at Chantilly, VA, El Segundo, CA, or Colorado Springs, CO.

Responsibilities

  • Evaluate national and international spectrum policy activities (ITU, White House, Congress, FCC, NTIA) to determine impacts to the customer
  • Support development and implementation of spectrum plans, strategies, and policies for customer organizations
  • Advocate for policy positions to protect the customer’s use of spectrum
  • Provide technical analysis to support spectrum reallocation studies
  • Coordinate with program offices, federal spectrum agencies, and other stakeholders
  • Mentor junior employees in spectrum management and engineering

Requirements

Engineering Specialist

  • Bachelor’s degree from an accredited university in Electrical Engineering or related STEM discipline
  • Minimum of 8 years of relevant technical experience
  • Knowledge of ITU, NTIA, or FCC spectrum management processes
  • Prior experience with spectrum policy and coordination
  • Knowledge of RF communications systems and architectures
  • Project development experience and ability to lead small teams of engineers
  • Ability to present results effectively in briefings and technical reports
  • Some travel (less than 10%)
  • Ability to obtain and maintain an active TS/SCI security clearance (U.S. citizenship required)

Senior Engineering Specialist

  • Minimum of 12 years of relevant technical experience
  • Proven project development and technical leadership experience

Skills

It would be impressive if you have one or more of these:

  • Master’s or PhD in engineering or related discipline
  • Knowledge of government programs and commercial satellite systems
  • Experience leading matrixed teams
  • Understanding of complex political, economic, commercial, technical, and national security factors in spectrum policy
  • Experience with programming languages (Python, Matlab) and/or modeling/simulation tools (STK, Visualyse)
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance

Pay

The grade-based pay range for this job is $129,000.00 - $249,600.00 annually. Individual salaries are determined by education, experience, knowledge, and skills.
