About the Role

Under the general direction of the Program and Project Supervisor in the FERC Cost Recovery Section of the CPUC Energy Division, the Public Utilities Regulatory Analyst V (PURA V) will work as part of a team to advocate for California interests at the Federal Energy Regulatory Commission (FERC) involving costs, rates and policy for California electric utilities and other transmission providers.

Responsibilities

  • Perform complex technical, economic, and policy research and analysis in order to make appropriate recommendations on issues related to reviewing investor-owned utilities' and independent transmission developers' electric transmission owner (TO) rate case filings, commenting on rulemakings at FERC and related initiatives at the California Independent System Operator (CAISO)
  • Track and review rate case filings and data responses, and serve as general case manager
  • Prepare testimony, written and oral reports, data requests, and briefing packages and/or presentations for Commissioners, administrative law judges, Legal Division attorneys, and Energy Division management action, and for action by an external state or federal agency

  1. Describe your experience performing complex technical, economic and/or policy research and analysis.
  2. Describe example(s) of when you took initiative on work assignments and managed projects, including coordination with team members, multiple parties, and the ability to set and meet milestones and deadlines, and exercise independent judgment.
  3. Describe example(s) when you had to advocate for a particular purpose or position through written and oral presentation of information in a clear and concise manner.

Pay

  • $9,631.00 - $12,054.00
  • New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable
