About the Role

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team has signed an early works contract to build one of the largest gas-fired power generation facilities in the U.S. This project is of significant scale and complexity, and the team is helping the customer progress early-stage development, leading to the start of full EPC delivery this year. The successful candidate will mobilize on a long-term (camp) assignment to Pecos, Texas. This position is contingent upon project award.

Reporting to the Project Quality Manager, you will provide quality oversight and assurance for the project with primary emphasis on the mechanical, welding, and piping scope, and maintain and verify implementation of the project Quality Management System. Upon mobilization, you will provide day-to-day support to Field Engineering, Supply Chain, and Resident Engineering and lead quality assignments using independent judgment. Some travel may be required.

Responsibilities

  • Support and verify implementation of the Project Quality Plan (PQP) and Project QMS across all project phases, and monitor and report on implementation status and overall effectiveness.
  • Verify materials, workmanship, and specification/code requirements with emphasis on mechanical scopes — rotating equipment, process/power/fuel-gas piping, welding and NDE, HRSGs and pressure equipment, and mechanical equipment setting and alignment — and review project schedules to ensure timely implementation of PQP requirements.
  • Identify and record quality concerns; initiate documented corrective actions and manage them to closure in the Closed Loop Corrective Action (CLCA) system using DevonWay; and lead Root Cause Analysis (RCA) and causal analysis to implement and verify corrective measures and prevent recurrence.
  • Develop project-specific quality metrics, analyze surveillance effectiveness, and verify collection and upload of Best Practices and Lessons Learned to DevonWay; and lead QMS orientation and training while fostering a culture of safety, quality, teamwork, and customer satisfaction.
  • Support the Project Quality Audit & Surveillance Schedule and independently plan, perform, and document internal and external audits and surveillances of Bechtel and of subcontractors, suppliers, and sub-suppliers, managing the closure of findings with minimal supervision from the PQM.
  • Represent the project during quality assurance audits by clients, management, or regulatory agencies; maintain client liaison; and report progress to the PQM, including inputs to weekly and monthly reports.

Requirements

  • Bachelor’s degree (or international equivalent) in mechanical engineering or a related discipline — or specialized courses in engineering and quality — with 8–10 years of relevant experience, or 12–14 years of relevant work experience across engineering, procurement, construction, testing, and commissioning & startup.
  • Mechanical / welding / piping background with demonstrated quality experience across rotating equipment, piping, welding and NDE, HRSGs and pressure equipment, and mechanical equipment installation, with familiarity with applicable codes (e.g., ASME B31.1/B31.3, BPVC Sections I, V, VIII, IX, AWS D1.1); power generation (CCGT / gas-fired) or similar heavy industrial construction and inspection experience highly preferred.
  • ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) — required — with advanced quality assurance auditor experience and familiarity with ISO 9001 criteria.
  • Technical knowledge of engineering, procurement, construction, inspection, testing, and operations practices sufficient to comprehend specified and regulatory requirements, including corrective actions for nonconforming conditions; ability to read and interpret drawings, piping isometrics, and P&IDs; and proficiency in communication and on-the-job training.
  • Proficiency with office software and quality systems (e.g., DevonWay); Quality certification (Six Sigma, Lean, or CQM) and welding/NDE credentials (e.g., AWS CWI, ASNT NDE Level II) an advantage.
  • Demonstrated experience with design controls and verification, process controls, supply chain, construction, start-up, and risk management, with strong analytic skills to set quality targets and drive improvement.
  • Physical ability to conduct field inspections: extensive walking around a construction site in the heat, sun, wind, and dust of West Texas; climbing ladders and scaffolding; and working on elevated platforms, uneven surfaces, and in confined spaces around rotating and pressurized equipment. Some lifting may be required; must use standard-issued PPE (e.g., hard hat, safety glasses, hearing protection, high-visibility vest, harness).
