Senior Public Transport Specialist

About the role

The Senior Public Transport Specialist will be expected to:

  • Support project leadership: Assisting in the management of the multidisciplinary team, ensuring quality control, and meeting project milestones for both the Feasibility Study and DED phases.
  • Lead public transport network and operations design: Develop optimized public transport networks, including route rationalization, scheduling, fleet sizing, and operational planning for conventional and electric bus systems.
  • Conduct feasibility and master planning: Oversee transport planning studies, feasibility assessments, and master planning for sustainable urban mobility, applying principles of high-capacity transit (e.g., BRT) where applicable.
  • Drive institutional and regulatory reform: Advise local stakeholders on establishing robust institutional frameworks, developing public transport reform strategies, and creating sustainable business and operational models.
  • Facilitate stakeholder engagement: Lead technical discussions with municipal authorities, transport operators, and the Project Implementation Unit (PIU) to ensure buy-in and practical applicability of proposed transport solutions.
  • Ensure system integration: Guarantee seamless integration of public transport operations with Intelligent Transport Systems (ITS), automated fare collection, and physical infrastructure (stops, depots, and multimodal hubs).

Requirements

Candidate Requirements:

  • Education: Master’s degree in Urban Planning, Transport Engineering, Transport Planning, or a related field. Practical experience in public transport operations is highly preferred.
  • Experience: Minimum 15 years of overall professional experience, including at least 10 years specifically in sustainable urban mobility, transport planning, Bus Rapid Transit (BRT) systems, and Intelligent Transport Systems (ITS).
  • Demonstrated expertise in feasibility studies, master planning, and public transport operations.
  • Technical skills: Proven track record in advising stakeholders, establishing institutional frameworks, and driving public transport reform. Strong understanding of transit network design, operational modeling, and fleet management.
  • Soft skills: Excellent analytical, communication, and reporting skills in English; strong ability to collaborate within a multidisciplinary team, mentor junior staff, and negotiate effectively with government authorities and transport operators.

Schedule

Project-based, 12 months total project duration with an input of 7 person-months (5 p/m for Feasibility Study, 2 p/m for Detailed Engineering Design).
