Senior Project Manager – Water Treatment & Infrastructure
About the role
We are seeking an experienced and highly motivated Senior Project Manager with a strong civil engineering background to lead the delivery of a large-scale water treatment and disposal facility. This role will serve as the primary point of accountability for coordinating multi-discipline engineering teams, managing complex civil and mechanical scopes, and driving project execution from development through commissioning.
Primary Duties & Responsibilities
- Lead all phases of project delivery for a complex water treatment and disposal facility, including industrial process water, potable water, and water reclamation systems
- Serve as the primary owner's representative for managing third-party engineering firms across civil, mechanical, and process disciplines
- Oversee scope, schedule, budget, and risk management on a $100M+ capital project
- Coordinate permitting, regulatory compliance, and environmental requirements associated with water treatment and discharge operations
- Develop and maintain master project schedules, budgets, and reporting structures across all engineering and construction workstreams
- Manage contractor and subcontractor relationships, including RFP/bid processes, contract negotiations, and performance oversight
- Lead design review meetings, constructability reviews, and value engineering efforts
- Interface with internal stakeholders, local authorities, and utility providers to maintain alignment on project objectives
- Identify and mitigate project risks proactively; escalate issues with recommended corrective actions
- Ensure adherence to all safety, quality, and environmental standards throughout the project lifecycle
Qualifications & Requirements
- Bachelor's degree in Civil Engineering or a related engineering discipline
- Minimum 10–15 years of progressive project management experience, with at least 5 years managing large-scale water infrastructure or industrial water treatment projects
- Demonstrated experience managing projects in excess of $100M in total installed cost
- Strong background managing multi-discipline engineering firms (civil, structural, mechanical, process) in an owner's representative or EPC capacity
- Sufficient civil engineering technical depth to critically review design deliverables, identify gaps or inconsistencies, and pose substantive technical questions to engineering firms — serving as the internal accountable party for civil design review without a stamping requirement
- Proficiency in project controls tools including scheduling software (Primavera P6 or MS Project) and cost management platforms
- Solid understanding of water treatment processes including industrial process water, potable systems, and water reclamation/reuse
- Foundational understanding of environmental permitting and regulatory compliance frameworks applicable to water treatment and discharge facilities, with the ability to effectively manage and coordinate dedicated permitting staff or consultants responsible for this scope
- Proven ability to manage multiple contractors and engineering firms simultaneously in a fast-paced environment
Preferred Qualifications
- Professional Engineer (PE) license in Civil or related discipline
- PMP certification
- Experience with design-build or EPC delivery models
- Experience on greenfield or first-of-kind industrial facility projects
Key Competencies
- Strong leadership and stakeholder communication skills across technical and executive audiences
- Ability to drive accountability across large, matrixed project teams
