Senior Project Manager

About the Role

A Project Manager II leads complex engineering projects by integrating technical, commercial, construction, and stakeholder activities to safely deliver business objectives while controlling scope, schedule, cost, and risk. This role directs and performs advanced planning, monitoring, and management of engineering projects from initiation through completion, ensuring project results meet requirements for technical quality, reliability, schedule, and cost.

Responsibilities

• Direct project activities for plant and process facility design, pipeline design, construction, operation and maintenance projects, measurement, regulation and control facilities, gas treating and compressor facilities, product storage, pumping, loading and handling facilities, SCADA, DCS, PLC control systems, and processing equipment (e.g., pressure vessels, heat exchangers, compressors, pumps, coolers).
• Manage the review and dissemination of information related to engineering services, scope definition, estimating, scheduling, design, bidding, procurement, construction, record keeping, right-of-way, and environmental activities.
• Develop risk analysis models, including Monte Carlo simulations, to assess project risks and opportunities.
• Integrate key disciplines into a comprehensive plan for asset development, ensuring compliance with project standards and procedures.
• Develop and execute project execution plans, including detailed scope of work, change management procedures, and monthly progress reports.
• Facilitate process safety reviews associated with Management of Change (MOC).
• Develop optimal project solutions that maximize economic value within budgetary and resource constraints.
• Create and manage cost estimates, probabilistic cost risk assessments, contingency plans, and project budgets. Validate estimates with peers and perform benchmarking.
• Develop and implement stakeholder management plans, including Right of Way assessments and relationship-building strategies.
• Integrate project schedules from individual contractors, produce progress reports, and ensure contractor compliance with schedule update criteria.
• Build and lead high-performing teams, including hiring employees, contractors, and vendors, and allocating decision-making authority.
• Execute communication processes, including managing policies for online communication platforms and chairing critical meetings.
• Evaluate projects to identify opportunities for innovation and refocus teams as needed.
• Provide technical and engineering assistance to other departments, management, governmental agencies, and industry groups on project-related matters.

Requirements

• Bachelor’s Degree in engineering or a closely related field.
• Seven or more years of experience in engineering, operations, and/or project management.
• Experience with engineering and operations of processing facilities, pipeline design, construction, operation, and maintenance projects; measurement, regulation, and control facilities; gas-conditioning, processing, and compressor facilities; pressure vessels and process equipment; controls and monitoring systems.
• Experience with all phases of advanced project management, including scoping, estimating, scheduling, contracting, procurement, construction, commissioning, budgeting, financial analyses, and regulatory compliance.
• Experience achieving goals and developing employee/team strengths, with a positive influence on project success.
• Proficiency with project management productivity tools and software (e.g., Microsoft, PROCORE preferred).
• Experience coordinating teams, managing relationships with internal and external stakeholders, and eliciting cooperation from all resources.
• Experience developing and presenting information to groups and individuals.
• Experience researching, preparing, and administering contracts, engineering studies, policies, procedures, reports, and technical correspondence.
• Experience reading and interpreting governmental regulations, codes, standards, manuals, policies, procedures, contracts, and specifications.

Skills

• Ability to interface effectively with internal and external business partners at all levels, with excellent written and oral communication skills.
• Ability to perform definition maturity gap analyses, develop business cases, and edit/modify scopes of work.
• Ability to assess project phases, perform gap analyses, and determine deliverable requirements.
• Understanding of program management principles and how sub-set projects fit into the overall program.
• Ability to maintain and adapt project execution plans, including scope definitions, procurement strategies, and contracting plans.
• Ability to develop fabrication, construction, transportation, installation, and hookup management plans.
• Ability to create commissioning, startup, and decommissioning plans for projects.
• Ability to develop staffing plans, HSE management documents, and information management plans.
• Ability to perform project risk analyses, implement stakeholder management plans, and manage interface plans.
• Ability to develop project schedules showing critical paths and create cost plans considering estimating, budgeting, and cost control.
