About the Role

Perform a wide variety of professional project management duties for renovation and new development projects, including professional and technical architectural or landscape architectural services, construction management, capital project fiscal planning, project planning, design, plan check, inspection, project budgets, and scheduling. Supervise staff and consultants responsible for performing multiple technical and professional projects. Coordinate assigned activities with other divisions, departments, and outside agencies.

Responsibilities

  • Assume management and supervisory responsibility for professional and technical architectural or landscape architectural services, construction management, capital project fiscal planning, project planning, design, plan check, inspection, project budgets, and scheduling for multiple capital projects.
  • Plan, direct, coordinate, assign, review, and evaluate the work activities, products, methods, and procedures of staff and consultants responsible for professional and technical renovation and new development of capital projects.
  • Recommend design consultants, negotiate contract agreements, review and approve design and construction documents, and pay requests for consultants and contractors.
  • Represent the Division/Department/City at public meetings and City Council before boards, commissions, and other divisions, departments, and agencies for assigned projects.
  • Participate in identifying and resolving conflicts and project-related problems with solutions that result in resource savings (time, money, staff).
  • Serve as a liaison for the Division/Department/City with other City departments, divisions, the public, and outside agencies; coordinate, negotiate, and resolve sensitive and controversial issues.
  • Develop project status reports and construction schedules; estimate project construction costs and develop budget sheets.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints related to assigned projects.
  • Serve as project manager for assigned capital projects.
  • Participate in inspection services for assigned capital (CIP) projects.
  • Review and make recommendations on development plans, construction plans, or architectural designs and specifications.
  • May act in the absence of the Division Manager.
  • Attend and participate in professional training, group meetings, seminars, and activities; stay abreast of new trends and innovations in the field of Landscape or related field.
  • Perform other related duties and responsibilities as assigned.

Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year-for-year basis.

  • Bachelor's degree in business administration, construction management, architectural design, or landscape architecture.
  • Five (5) years of experience in any combination of the following areas: managerial construction, professional architecture, landscape architecture, or capital project management, including two (2) years of supervisory experience.
  • Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
  • Possession of a City Operator's Permit (COP) within 6 months from date of hire.
  • Possession of Professional Landscape Architect (PLA) licensure preferred.

Working Conditions

  • Office, field, and construction environment; exposure to computer screens.
  • Occasional exposure to noise, dust, grease, smoke, fumes, gases, inclement weather conditions, and work around heavy construction equipment.

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods of time.
