About the role
The Project Controls Advisor at PM2CM, Inc. is responsible for consolidating scope and cost for projects ranging from $25M to $1B+. This role ensures projects adhere to governance processes and assists the Project Manager in obtaining executive approval throughout the project lifecycle.
Responsibilities
- Lead the effort to consolidate scope and cost for projects ranging from $25M to $1B+
- Avoid and mitigate claims by managing change requests
- Aggregates and reports on estimated project costs
- Develops responses to regulatory and legal data requests pertaining to estimated costs
- Operates with minimal supervision
- Plans, schedules, and manages the process for gathering scope and cost for project aggregations at each stage gate from all disciplines
- Analyzes cost estimates to verify they are in line with historical benchmarks for projects with comparable scope
- Investigates rationale and drivers for estimates that are out of line with historical costs or expectations with estimators from functional groups
- Manages supporting documentation for stage gate updates and regulatory filings
- Peer reviews project aggregations
- Develops cost estimates for new transmission and distribution substations, rebuilds, expansions, major equipment replacements, protection upgrades, and new customer substations
- Prepares scope take-offs based on design specifications, meeting minutes/scope of work, and electrical and civil drawings
- Estimates material and labor costs using estimating standards for direct and indirect costs and prepares estimates into cost estimating tools such as SCMT and InEight
- Collaborates with cross-functional impacted stakeholders and utilizes engineering, cost estimating, scheduling, and project management knowledge to review cost estimates and obtain approvals
- Performs detailed variance analysis for cost estimates at various stages of the project life cycle
- Prepares and updates estimates based on change requests for scope, cost, and schedule
- Completes multiple peer reviews of cost estimates prepared by different estimating team members to validate accuracy, scope, jurisdictional splits, and cost elements
Requirements
- Minimum of ten years construction industry experience
- Thorough understanding of civil engineering principles, practices, and tools
- Proficient in computer-assisted design (AutoCAD) and other design, data recording, and analysis software
- Ability to read, interpret, and understand engineering plans and schematics, and soils reports
- Knowledge of best management practices (BMP)
- Thorough understanding of materials, methods, and tools involved in the construction or repair of buildings
- Thorough understanding of safety regulations related to assigned projects
- Ability to identify and solve complex problems
- Excellent verbal and written communication skills
- Extremely detail-oriented and accurate
