Project Controls Estimator

Key Responsibilities

  • Develop and review detailed cost estimates for nuclear-related projects across engineering, procurement, and construction scopes
  • Prepare bottoms-up and parametric estimates at various project phases (conceptual through definitive)
  • Primary review of QTOs, potentially perform/validate one off quantity take-off, cost normalization, benchmarking, and risk/contingency analysis
  • Support estimate reviews, variance analysis, and management presentations
  • Collaborate closely with project controls, engineering, and construction teams

Required Qualifications

  • Demonstrated estimating experience on nuclear projects (commercial nuclear, DOE, or similar regulated environments)
  • Strong understanding of nuclear safety, quality, and regulatory considerations impacting cost
  • AP1000 Nuclear estimating experience is must, especially Nuclear Island, Turbine Island and BOP areas with estimates detail understanding
  • Experience estimating EPC or EPCM project scopes
  • Proficiency with estimating tools (In-Eight) and advanced Excel-based models
  • Solid understanding of labor productivity, indirect, escalation, and contingency development
  • Experience with nuclear projects (worked in nuclear facilities/nuclear construction), with specific experience on AP1000 projects
  • Graduation from a four-year college or university in business, finance, project management, engineering, technical, or equivalent
  • Minimum of 9 years of project controls experience
  • Alternatively, minimum of 11 years of project controls experience in lieu of a degree in project controls principles
  • Proficiency/Expertise with project management/project controls concepts, computer applications, and analytics; strong collaborative team member
  • Ability to lead complex assignments
  • Exceptional communication skills

Preferred Qualifications

  • Familiarity with nuclear regulatory frameworks (e.g., NRC, DOE)
  • Experience working in highly regulated or safety-critical environments
  • Strong communication skills and ability to support estimate reviews with stakeholders
  • Master's degree in business, finance, project management, or equivalent
  • PMI or AACE certification (PMP, CAPM, PMI-SP, AACE-CCC, AACE-PSP, AACE-CEP, AACE-EVP, or equivalent)
  • Demonstrated expertise in software such as MS Project/MS Office Suite, Primavera, Business Objects, Prolog, Passport, Visio, Access, Powerplant, Maximo or EAM, PeopleSoft
  • Risk management tools/Monte Carlo analysis
  • Expert user of Excel
  • Prior utility industry experience
