Senior Programmer Analyst #1316 - Information Technology Service - Finance Division

About the role
Under general supervision, designs, develops, and maintains computer systems for various departments of Hamilton County Government to ensure accurate informational processes and reports. May serve in a lead role.
This position serves as a senior technical resource responsible for developing reliable, secure, and maintainable software solutions; analyzing complex business and technical requirements; troubleshooting production issues; and providing technical guidance on application architecture and development standards. Work requires a high degree of independent judgment, technical expertise, problem-solving ability, and knowledge of modern software development practices. The position works closely with IT staff, department personnel, end users, vendors, and other stakeholders to develop and maintain applications that support critical government operations.
Responsibilities
- Analyze complex business and technical requirements.
- Develop reliable, secure, and maintainable software solutions.
- Troubleshoot production issues.
- Provide technical guidance on application architecture and development standards.
- Create, design, program, implement, and troubleshoot program applications.
- Develop and optimize complex SQL queries and database operations.
- Provide technical support and training to staff and end users.
- Develop and present reports, training, and presentations related to programming needs or innovations.
- Learn and implement new technologies to better serve end users.
- Utilize customer service and public relations techniques when responding to inquiries and complaints.
- Establish and maintain effective working relationships with stakeholders.
Requirements
- Knowledge of federal, state, and county laws, rules, regulations, practices, and procedures related to telecommunications and computer programming applications.
- Knowledge of high-level technical hardware and software programming analysis methods and practices.
- Knowledge of Microsoft .Net development technologies, including C#, VB.NET, Blazor, ASP.NET Core, Entity Framework, and related Microsoft technologies.
- Knowledge of Microsoft SQL Server and relational database concepts.
- Knowledge of programming and design methods, practices, and procedures.
- Knowledge of customer service and public relations practices.
- Skill in analyzing customer/client needs.
- Skill in reading and writing C# and/or VB.NET code.
- Skill in developing and optimizing complex SQL queries and database operations.
- Skill in providing technical support and training to staff and end users.
- Skill in utilizing verbal and written communication to develop and present reports, training, and presentations.
- Skill in learning and implementing new technologies.
- Valid driver’s license.
Qualifications
- Bachelor’s Degree in Computer Science plus five (5) years of programming and systems design experience.
- OR Associate’s Degree in Computer Science plus seven (7) years of programming and systems design experience.
- OR the equivalent of a high school diploma and nine (9) years of programming and systems design experience.
Physical Requirements
- Work requires attention to detail and extensive computer keyboarding.
- May require working evenings and weekends and being on call.
Additional Information
- Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
- All positions within Hamilton County Government are considered work in-person and require regular and punctual attendance.
- May require work on holidays or weekends, irregular hours, shift work, or possible extension of shift hours with short notice.
