About the role

The Senior Program Manager leads a large, complex program supporting a Classified Government Customer in the areas of Records and Information Management, Classification Management, Policy, Archives and Records Center oversight, and Records Digitization and Automation. The Program Manager provides both strategic leadership and day-to-day operational direction for a large, diverse, geographically dispersed workforce, ensuring mission alignment, exceptional customer satisfaction, and effective delivery of mission-critical services.

Responsibilities

  • Lead end-to-end program strategy, execution, risk management, and performance across all mission areas
  • Serve as primary interface with government stakeholders, aligning priorities and responding to evolving customer needs
  • Manage and develop a large cross-functional workforce, ensuring readiness, compliance, and high performance
  • Oversee financial management, budgets, cost-containment strategies, and investment decisions
  • Guide records modernization initiatives, including digitization, automation, and process improvement
  • Ensure compliance with security, regulatory, and contractual requirements
  • Drive innovation, operational excellence, and demonstrated value in all service offerings
  • Prepare and deliver executive-level briefings and reports
  • Mentor and develop emerging program leaders

Required Qualifications

  • Bachelor's degree (Master's preferred)
  • 10+ years of program management experience, including 5+ in the IC
  • Proven leadership of large, complex, highly classified programs
  • Strong understanding of federal contracting, acquisition, and compliance
  • Excellent communication, negotiation, and stakeholder-engagement skills
  • Experience with Agile, Waterfall, or hybrid methodologies

Preferred Qualifications

  • PMP or equivalent
  • IC mission experience
  • Background in cybersecurity, data analytics, or advanced technology programs
  • Experience managing distributed teams

Work Environment

SCIF-based work with limited telework
Travel up to 10-20%, especially within 100 mi of the WMA

Salary & Benefits

The salary associated with this position ($147,000-$296,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
