About the role

The Leonardo DRS Naval Power Systems business is a trusted provider of innovative naval gas and hybrid power systems, control technology and support solutions for the U.S. Navy and navies around the world. This individual will work across multiple functions (e.g., supply chain, program management, engineering, quality) and with key suppliers to support material deliveries and execute supply chain special projects. The role requires understanding program-level schedules, costs, business requirements, and strategies, and providing cohesive direction within the Integrated Supply Chain and Integrated Product Team (IPT) structure. The position will collaborate closely with supply chain management, subcontracts managers, supply chain planners, quality, engineering, and program management to deploy procurement and inventory strategies, assess and mitigate procurement risks, drive improvement opportunities, evaluate supply chain capacity and constraints, support resolution of procurement emergencies, and lead special projects as directed.

Responsibilities

  • Lead or support meetings within an IPT structure.
  • Provide interface, communication, and coordination with internal and external customers, as well as line-of-business leadership, on matters pertaining to assigned projects; duties may include support of bid and proposal activities.
  • Participate in purchase order negotiations as requested.
  • Develop and implement plans and schedules to execute assigned projects.
  • Make recommendations on budgets for labor, material, travel, and purchased services.
  • Formally identify, assess, monitor, and mitigate risks and opportunities throughout the program life cycle.
  • Obtain management approval prior to making decisions that will cause deterioration of established program cost and schedule objectives.
  • Ensure the overall execution of material on schedule and on budget for a business area.
  • Collaborate on various tasks with multiple project teams.
  • Support tasks, team, project, and engineering changes.
  • Notify and seek senior management assistance in resolving schedule and budget problems as they arise.
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident.
  • Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management.
  • Conduct responsibilities under the guidance of senior-level management (Sr. Director of Integrated Supply Chain and Sr. Supply Chain Managers).
  • Assure contract requirements are executed in accordance with appropriate regulations and company policies and procedures (e.g., federal acquisition regulations).
  • Provide leadership within integrated supply chain and with program integrated product teams.
  • Assure communication and cooperation among team members and resolve areas of conflict.
  • Understand and develop leading versus lagging indicators.
  • Develop and execute program corrective action strategies for integrated supply chain.
  • Partner with various stakeholders on planning process and system improvements.
  • Develop and understand cash flow management principles, including milestone/progress payments.
  • Develop and understand principles of process improvement (e.g., Lean Six Sigma).
  • Support, communicate, reinforce, and defend the mission, values, and culture of the organization.

Requirements

  • 7+ years of experience in DoD program and/or materials management and in production manufacturing operations utilizing MRP/ERP depending on the job discipline.
  • Knowledge of DoD FAR procurement regulations.
  • Knowledge of MRP/ERP with a solid understanding of electro-mechanical assembly operations, fabrication and machining operations, bills of material, demand material planning, and the supply chain purchasing process.

Qualifications

  • 7+ years of relevant experience as a supply chain program manager or equivalent experience.
  • Bachelor’s degree or equivalent combination of education and experience; engineering, program management, or business degree may be preferred or equivalent combination depending on the job discipline.
  • Knowledge of program management tools and procedures.
  • Solid leadership and management skills.
  • Exposure to the program lifecycle or components from development through sustainment, including proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation cost reduction and performance improvement efforts.
  • Exposure to earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
  • Exposure to finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management.
  • Strong customer interface skills.
  • Solid problem-solving skills.
  • Strong presentation skills.
  • Demonstrated knowledge of the specific discipline.
  • Exposure to managing manpower planning, project reviews, scheduling, and budget control.
  • Strong oral and written communication skills.
  • Program Management certification preferred (e.g., PMP or DAU).
  • U.S. Citizenship required.

Pay

The salary range for this position is $114,725 – $178,111. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate’s qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable).
