Senior Program Manager (ONSITE)

About the role

Applied Signal Technology (AST), part of Collins Aerospace and RTX, is seeking a Senior Program Manager to join our Advanced Technology Division (ATD) in West Valley City, UT. AST provides trusted Signals Intelligence (SIGINT) and Cyber solutions for the U.S. and its partners, delivering real-time signal processing, high-capacity broadband communications, modern signals and telecom protocols, wireless communications, precision geolocation of RF emitters, real-time data analysis, multi-INT ISR, and data network operations. This onsite role offers a technically challenging and rewarding environment with direct impact on customer missions through Quick Reaction Capabilities (QRC) and on-mission engagement.

Domestic travel up to 25% to customer and partner locations, as well as other RTX locations, is required.

Responsibilities

• Work effectively and collaboratively in a team environment, demonstrating self-starting initiative and excellent written and verbal communication skills.
• Represent the company in various situations, sometimes as the sole representative.
• Identify unmet mission needs of the customer to maximize contract growth and adjacent technology opportunities.
• Ensure satisfaction of customer technical objectives within cost and schedule constraints.
• Deliver on dynamic, mission-driven programs while meeting budget, schedule, and customer CONOP requirements.
• Write monthly program and status reports.
• Identify, quantify, and communicate risks internally and externally to the customer, developing and executing mitigation strategies.
• Work with functional organizations (Finance, Security, Supply Chain, and Scheduling).
• Lead teams of engineers, present formal presentations, conduct detailed reviews, handle multiple projects, innovate, and provide strategic direction under pressure.
• Understand customer objectives and translate them into workable software, firmware, or hardware architectures as objectives evolve.

Requirements

• Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience as a Program Manager.
• 10 years of experience in the defense or intelligence industry as an engineer, project engineer, or program manager, with direct customer interaction.
• Program Management experience overseeing complex technical programs to meet contract deliverables.
• Experience with Radio Frequency (RF) systems, including antennas, amplifiers, and/or modems, and Hardware/Software integration.
• Experience leading teams of engineers and making critical decisions under pressure.
• Experience working closely with customers, senior management, and cross-disciplinary technical staff to deliver solutions.

Preferred Qualifications

• Active and existing Top-Secret SCI (TS/SCI) clearance with polygraph (within 24 months).
• Master’s degree in Business or a STEM-related field.
• Experience with program management tools such as Microsoft Suite or Atlassian products.
• Knowledge of program management processes for execution, including Earned Value Management (EVM) certifications or training.
• Experience with Capture Management, including leading proposal efforts.
• Experience managing classified TS/SCI programs.
• Experience as a Program Manager or IPTL for an activity with at least 20+ personnel.
• 10 years’ experience as lead for SIGINT, COMINT, or MASINT applications/products/programs, with direct customer technical interaction, preferably with government customers.
• Experience in leading captures and proposals, including capture management and proposal management (practical experience and/or formal training).
• Understanding of telecommunications and data communications system concepts and/or digital signal processing (DSP).
• Program Manager certification.
• Formal training in proposal and capture management for federal business (Shipley or other industry-recognized institution).

Pay

The salary range for this role is $132,400 – $251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
