Senior Manager, Program Management (Onsite)

We are seeking an Sr Manager, Program Management to join the Airborne Strategic Communication program team. The program is chartered with design, development, new product introduction and production ramp for capabilities critical to secure airborne communication. In this role, you will lead a cross-functional team tasked with the development, test and delivery of subsystems. You will oversee products requiring accelerated timelines to meet urgent customer needs, and we are seeking a candidate that will lead a team effectively in a high-stakes environment. The Program Manager establishes program milestones, drives solutions to technical and execution challenges, and ensures successful delivery of capability. We are seeking an experienced and motivated leader for IPTs on a program that could grow to over $1B in sales.
Responsibilities
- Own full life-cycle program development and critical execution activities of IPTs on a large development program
- Program Execution & EVMS: Direct cross-functional Integrated Product Teams (IPTs) to ensure cost, schedule, and technical performance. Manage Earned Value Management System (EVMS) baseline metrics, Estimates at Complete (EACs), and the Integrated Master Schedule (IMS) to deliver on our commitments
- Financial Management: Drive Program P&L, managing financial forecasting, Annual Operating Plan (AOP) commitments, and cash flow predictability across the contract lifecycle
- Risk & Opportunity (R&O): Lead continuous R&O assessments to mitigate execution risks, optimize contract margins, and accelerate schedule milestones
- Proposals: Lead proposal efforts, draft Statements of Work (SOW), Basis of Estimates (BOE), and assemble proposal pricing for management review and approval
- Supply Chain & Operations Alignment: Coordinate with Supply Chain and Manufacturing to resolve material bottlenecks, manage supplier performance, and ensure production readiness
- Communication: Develop executive level communications and presentations for internal and customer reviews
- Continuous Improvement: Champion continuous improvement, root cause corrective action plans, and RLPM processes
- Travel requirements up to 15% to support business needs
Qualifications
- Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
- Active and transferable U.S. government issued Top Secret security clearance is required prior to start date
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Experience managing P&L
- Knowledge utilizing Earned Value Management System (EVMS) to manage and track program performance
- Experience leading high performing cross functional teams

Pay
The salary range for this role is 132,400 USD – 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
