Senior Program Manager - Greenland
About the role
We are seeking a highly skilled and experienced Construction Program Manager to oversee a large-scale, complex infrastructure project. This is not a typical office or standard commercial build role. You will lead a high-visibility program that demands extensive experience with heavy/large equipment deployment, equipment commissioning, and strategic subcontractor management. This position will have significant travel to Thule/PITUFFIK Space Base, Greenland. Estimated to be 50% on site.
Key Responsibilities
- Program Leadership & Site Operations
- End-to-End Execution: Direct and oversee all phases of a large construction program from planning through execution, and commissioning.
- Team Leadership: Lead a multidisciplinary team of professionals, ensuring effective delegation of tasks and supervision throughout all project phases. Foster a collaborative environment that drives accountability and high performance.
- Extreme Condition Management: Safely and effectively manage operations above the arctic circle (e.g., extreme winter storms, remote geographies, and constrained logistics).
- Schedule & Budget Ownership: Accountable for the execution of a multi-million-dollar program budget, schedule, critical path milestones, and resource allocation. Working knowledge and experience with P6 or MS Project is required.
- Large Equipment & Commissioning Expertise
- Asset Deployment: Oversee the logistics, installation, and integration of large-scale heavy equipment, industrial machinery, or specialized facilities infrastructure.
- Rigorous Commissioning: Lead the equipment commissioning process, ensuring all systems meet operational, safety, engineering, and contractual specifications before sign-off.
- Techical Troubleshooting: Interface directly with engineering teams and equipment manufacturers to resolve complex mechanical, electrical, or structural issues during installation.
- Subcontractor & Vendor Management
- Subcontract Management: Oversee the procurement, onboarding, and management of tier-1 subs, ensuring strict adherence to scopes of work (SOW).
- Performance Tracking: Monitor subcontractor progress, quality of work, and safety compliance, swiftly addressing variances or disputes.
- Cross-Functional Alignment: Act as the primary liaison between client stakeholders, internal engineering teams, and external vendor networks.
Qualifications
- Bachelor’s degree in Construction Management, Civil/Mechanical/Electrical Engineering, or a related technical field.
- In lieu of degree, a HS Diploma/GED and 4 additional years of experience may be accepted.
- Minimum of 8 years of experience in heavy industrial construction, infrastructure, or energy sectors.
- 6 years of experience in a dedicated Program/Project Manager capacity.
- The ability to be willing and capable of working in arctic weather and challenging field conditions for extended periods.
- The ability to obtain Department of War Secret security clearance.
- The ability to travel up to 50%.
- The ability to follow strict adherence to site safety protocols, including wearing specialized Personal Protective Equipment (PPE) for long durations.
Additional Desired Skills And Experience
- Certified Construction Manager (CCM) or Project Management Professional (PMP) with construction experience.
- Experience working with government programs, specifically United States Corps of Engineers (USACE).
- Knowledge of construction management software Primavera/P6 and working knowledge of Microsoft Project.
- OSHA/safety leadership credentials (OSHA 30-Hour minimum).
- Exceptional communication skills, with the ability to pivot from technical engineering reviews to high-level executive briefings.
