Summary: We are seeking a meticulous and detail-oriented Senior Pricing Analyst to join our team. The Senior Pricing Analyst will play a critical role in developing pricing strategies for competitive bids and proposals, particularly in federal government contracting. The Senior Pricing Analyst will also provide financial guidance and analysis, and act to provide insights and data-driven recommendations to support financial decision making. This position requires strong analytical skills, an in-depth understanding of cost structures, and the ability to develop competitive and compliant pricing models. This role will also be responsible for various functions including data analysis, financial forecasting, budgeting, and strategic planning. They will provide SME support to Program managers to ensure effective contract performance, execution, and delivery. Responsibilities Essential Job Functions: Pricing AnalysisResponsible for developing compliant cost models and effective pricing strategies for proposals by collaborating with the business development, capture, proposal, human resources, and finance departmentsResponsible for researching and tracking competitor pricing and market trends, analyzing the impact of pricing changes on profitability and growth ratesIn collaboration with other managers, develops price-to-win goals, and provides input for competitive direct/indirect ratesEnsure the final cost proposals compliance with Governmental regulations, including CAS, FAR and DFARSCorporate policies and procedures; and specific requirements in each of the clients’ solicitations Develops Cost Strategy Plan and ensures that leadership and assigned capture manager approve of the planBrings to pricing manager's attention, all concerns with the pricing section requiring resolution Certifies to executive leadership that cost proposal is in full compliance with Request for Proposal (RFP) and organization's costing proceduresDevelops proposals pricing for various programs in compliance with the proposed technical solution(s) by working with the business development and the operations team members during the proposal development phaseBuilds cost models and develops basis of proposal estimate working with the operations team, finance representatives, HR leads, capture manager and subcontractors. Works with the capture and executive leadership to arrive at the labor cost pools for bid pricing as neededIdentifies areas of continuous improvement for pricing strategies and present pricing models Uses creative and strategic thinking to develop, manage and institutionalize pricing and cost models for reusability and scalabilityCoordinating, planning, and executing competitive analysis and research of primary competitors in support of Price to Win (PTW) and capture team information requirements for high priority projectsDevelop and brief PTW analysis supporting Best Value and Low Price Technically Acceptable CompetitionsDevelop competitive assessments, funding analysis, top-down program price analysis, bottoms up program price analysis, market-based price analysis, and other similar target allocationsProvide assessments of competitor actions/strategies and their impact on high priority pursuits Support market assessments and early-stage capture planningCost Variance & Performance TrackingProvide analytical, forecasting, reporting, and project support to senior managementAnalyze project profitability, labor rates, indirect rate application, cash flow forecasting, and margin impacts across active contracts and new business pipelines and generate monthly reportsConduct monthly Earned Value Management (EVM) analysis, monitoring Schedule Variance (SV), Cost Variance (CV), and Estimate at Completion (EAC) across complex government projectsCalculate, track, and update Estimate to Complete (ETC) and Estimate at Completion (EAC) models, proactively identifying budget risks or margin slippageAnalyze contract burn rates and funding thresholds to notify program managers before reaching 75% funding limits (Limitation of Funds/Costs clauses)Identify opportunities for process improvement and automation within the finance function, streamlining workflows and enhancing efficiencyIndirect Rate & Cost Pool ManagementModel and evaluate indirect cost pools (Fringe, Overhead, G&A, Material Handling) to evaluate structural profitability and competitive rate positioningMonitor actual indirect expense absorption against target rates to calculate mid-year adjustments and mitigate under/over-absorption risksPrepare annual Incurred Cost Electronically (ICE) submissions and year-end indirect rate true-up reconciliationsSubcontractor & Vendor Financial OversightReview and evaluate subcontractor price proposals and Basis of Estimates (BOEs) to perform Commercial Item Determinations and Cost/Price Reasonableness AnalysesMonitor subcontractor invoice burn rates against purchase order ceilings, funding obligations, and performance milestonesCorporate Forecasting & Profitability AnalysisPerform scenario-based financial modeling and sensitivity analyses for executive leadership to test margin impacts under varying labor mix, fringe, or overhead assumptions.Track pipeline win probability against projected resource allocation to build multi-year revenue, gross margin, and cash flow forecasts.Conduct post-award financial autopsies comparing original proposal pricing models against actual execution costs to refine future bidding strategies.Assist in the preparation of financial statements and disclosures for quarterly and annual reporting cycles Qualifications Necessary Skills and Knowledge: Full life cycle RFP/Task Order response knowledge Must have knowledge of all Contract Types (e.g., FFP, FFP LOE, FPIF, CPAF, CPFF, T&M, etc.)Must have strong analytical, organizational, and planning skills to balance and prioritize workMust be proficient with MS Office including Outlook, Word, and SharePointMust be knowledgeable to ensure compliance with accounting standards, regulations, and company policies in all financial reporting activitiesProficient with Microsoft Excel in developing and manipulating formulasTrack record of submitting compliant pricing proposalsNegotiating with subcontractors or work with primes and subcontractors during pricing proposal development/processMust be flexible, independent, and reliable, with strong attention to detail and accuracy Possess innovative writing skillsPerform other duties as assigned by the supervisor Minimum Qualifications: Bachelor’s degree and 6 - 8 years of prior relevant experience or master’s degree with 4 - 6 years of prior relevant experiencePrevious experience with pricing and proposal writing in government contracting environmentMust have experience working with the Service Contract Act (SCA) and Collective Bargaining Agreements (CBA) Research market trends and develops competitive pricing strategies for proposals Building, filling in, and creating cost modelsSupervisory role in previous experienceUS citizenship is required and able to obtain security clearance Preferred Qualifications: Advanced certifications such as Certified Pricing Professional (CPP) or Certified Government Financial Manager (CGFM)Experience with large multi-million dollar proposalsExperience using VENA Solutions software strongly preferredPrevious experience working with Alaska Native Corporations (ANCs) Pay And Benefits The salary range for this position is $112,700-$137,750 annually.
