About the Role

The Senior Plans Examiner-Building Inspection reviews, examines, and analyzes residential, commercial, and multi-family building plans and specifications for compliance with City Building Codes. This role is performed with considerable independence, with a supervisor providing technical assistance on complex problems.

Responsibilities

  • Performs and completes building, fire, and energy reviews on large and small commercial and residential projects; evaluates and approves building and construction permits; prepares, drafts, and maintains technical reports regarding review activities.
  • Meets with contractors, builders, and property owners regarding the approval or disapproval of plans; explains and interprets building codes and regulations; advises on methods to modify plans for compliance; provides guidance to building inspectors; attends pre-development meetings and delivers technical advice on building codes, life safety, accessibility, and energy codes.
  • Examines blueprints, complex construction drawings, and specifications prior to issuing building permits; discusses technical requirements with engineers, contractors, builders, or owners; suggests modifications and corrections; assists in resolving complaints and complex compliance disagreements.
  • Computes square footage, estimates costs, and calculates building permits; reviews applications and makes adjustments; ensures accurate construction types, occupancy classifications, sprinkler and fire alarm status, and permit information; verifies coherence and accuracy of architectural and structural plans.
  • Works closely with citizens and businesses to interpret complex building codes clearly and concisely, promoting livability, viability, and equity within the City.
  • Collaborates with Code Compliance officers, Building Inspection Administration, Current Planning Staff, and Building Inspectors to address field issues.
  • Leads, trains, and directs other plans examiners; provides technical knowledge and code expertise; ensures effective plan review and approval; delivers professional customer service.
  • Performs other duties as needed or assigned.

Requirements

  • Thorough knowledge of building, plumbing, mechanical, electrical, and/or zoning codes, as well as other City codes, ordinances, and safety regulations.
  • Knowledge of City construction codes and state laws applicable to inspection.
  • Ability to read and accurately interpret construction plans, specifications, and reference materials.
  • Ability to analyze facts, recognize problems, and implement viable solutions.
  • Ability to lead and direct staff while maintaining quality control and standards.
  • Strong verbal and written communication skills for effective interaction with the public and colleagues.
  • Valid driver’s license with a good driving record.
  • Must obtain ICC Certification in an appropriate discipline within one year of employment.

Qualifications

Bachelor’s degree (or higher) in Architecture, Engineering, or Construction Management field. Preference will be given to candidates with a degree in Architecture, Architectural Engineering, Structural Engineering, or a closely related field, along with significant experience in commercial building plan review and ICC Building Codes.

Experience

One year of experience in municipal building plans review/inspection or light-frame construction with responsibility for interpreting and ensuring compliance with the International Building Code (IBC). Equivalencies may apply:

  • High school or GED plus five years of required experience.
  • Associate degree in Architecture, Engineering, or Construction Management plus three years of required experience.
  • Associate degree in Architecture, Engineering, or Construction Management plus ICC Building or Residential certification plus two years of required experience.
  • High school or GED plus ICC Building or Residential certification plus four years of required experience.

Pay

Starting salary range: $28.27 - $33.93 per hour, depending on qualifications.
