Senior Planning Analyst
About the role
The Public Utilities Regulatory Analyst V (PURA V) will act as a senior or principal CEQA Project Manager responsible for completing California Environmental Quality Act (CEQA) environmental review for infrastructure projects, such as electrical and natural gas infrastructure projects.
Responsibilities
- Manage the development of CEQA and other environmental review documents and leading permitting for development of utility infrastructure projects including electric transmission infrastructure (such as transmission lines and substations), and natural gas infrastructure (such as compressor stations and pipelines).
- Oversee the construction compliance of utility infrastructure projects.
- Advising and consulting with ALJs regarding rulings and proposed decisions, providing technical support for ALJs in formal proceedings before the Commission, preparing briefings, and performing policy research.
- Requesting proposals for consultant services, managing the selection process and acting as contract manager overseeing the development of CEQA documents and other environmental documentation.
- Facilitating workshops and/or stakeholder meetings as needed.
Requirements
Under general direction of the section Program and Project Supervisor, the Public Utilities Regulatory Analyst V will work on the most complex projects and manage several complex projects.

Skills
The successful candidate will possess strong skills in managing complex technical projects, providing leadership support to key parts of projects and project teams; establishing schedules and managing production of timely deliverables. They should also have experience gathering data and synthesizing information; conducting complex economic, policy, regulatory, or financial analyses. Understanding of California’s climate change and energy resource planning goals is also essential.
