Senior Planning Analyst
About the role
The Integrated Resource Planning (IRP) Section is seeking a senior planning analyst to provide program oversight and policy/technical analysis to support the state’s resource and infrastructure planning efforts. Under the general direction of the Project and Program Supervisor, the analyst will support the IRP proceeding, which is the CPUC’s long-term electricity resource planning and procurement process.
Responsibilities
- Conduct research and technical analyses on complex energy policy and energy market issues with moderate direction.
- Work to develop and refine parts of a complex regulatory proceeding in a team environment.
- Develop creative solutions to complex analytical problems while taking into consideration the market and policy implications.
- Manage a contract with consultants that provide technical support to the IRP process.
- Cook up with analysts in other Energy Division sections and branches on policy, generation, and transmission-related issues.
- Develop expertise regarding the California energy markets, long-term energy resource planning, and the state’s transmission planning process.
- Organize and facilitate workshops and/or stakeholder meetings.
Requirements
This position requires a bachelor's degree in a relevant field and at least 5 years of progressively responsible experience in public utilities or transportation, with a focus on economics, finance, or policy. Candidates must also have experience managing complex technical projects, providing leadership support to key parts of projects and project teams, establishing schedules, and managing production of timely deliverables. Additionally, candidates should have experience gathering data and synthesizing information, conducting complex economic, policy, regulatory, or financial analyses, and understanding California’s climate change and energy resource planning goals.

Skills
Strong skills in economics, finance, and policy are essential. Proficiency in Microsoft Office Suite and familiarity with California’s energy markets and resource planning processes are also required.

Pay
The starting salary for this position is $8,766.00 - $10,973.00 per month, effective July 1, 2025. The salary range includes a temporary reduction due to the Personal Leave Program (PLP) 2025, which is described in the job description.
Schedule
The position is hybrid, allowing for both in-office and remote work arrangements.
