Job Summary

The Senior Planner position is a highly responsible professional position performing technical work required in Community Development Department. Work involves technical and creative responsibility conducting research and preparing detailed studies on land use, zoning, conservation, housing, transportation, population, historic preservation, urban design, and other areas of comprehensive planning activities. Work also includes review of site plan applications and involvement with other development review processes. This position works directly under the supervision of the Community Development Director.

Essential Job Functions

  • Prepares and presents agenda items in compliance with County's Code of Ordinances, Comprehensive Plan, and Land Development Regulations for Board of County Commissions, including: recommendations for additional code requirements, amendments to existing codes, rezonings, and comprehensive plan amendments.
  • Prepares staff reports; analyzes and recommends amendments to the Future Land Use Map; presents findings to various boards and citizen groups as required.
  • Affords assistance in updating and maintaining the Comprehensive Plan.
  • Ensures that development applications contain the required information necessary pursuant to the Hardee County Land Development Code, Comprehensive Plan, Florida Statutes and other relevant codes, as required.
  • Confers, meets with and corresponds with the public, developers, contractors, consultants and other county staff regarding land use issues, planning or other code and comprehensive plan issues. This includes the preparation of zoning determinations.
  • May coordinate activities of development review committees, review applications, and assist applicants with project evaluations.
  • Conducts research, develops inventories on existing conditions, and prepares reports on land uses, housing, conservation, transportation, demographic/socio-economic, and physical conditions for specific areas.
  • Collections zoning and land use maps; collects and complies data for reports.
  • Attends and facilitates various County advisory boards and citizen group meetings.
  • Performs and coordinates special projects assigned.
  • Interacts with other agencies as they relate to the interests of the County.
  • Performs basic administrative duties including preparation of written records, memorandums, letters and electronic correspondence, interaction with the public, and communication through telephone and meetings.
  • Uses MS Office Suite and other planning related software for the processing of correspondence, research, and preparation of reports.
  • Affords assistance in the preparation and maintenance of departmental records.
  • Performs other duties as assigned by the Community Development Director.

Education and Qualifications

  • Graduation from an accredited four-year college or university with a degree in Public Administration, Planning or related field.
  • Three years’ experience in Planning, Zoning, or Public Administration.
  • Preference given to those individuals with a Master’s degree in Urban Planning.
  • Willingness and ability to achieve AICP, and other planning certifications.

Work Environment

Works inside in an office environment and outside at site areas.

Paycheck

  • Paid on a bi-weekly basis, for a total of twenty-six (26) pay periods annually.

Insurance Coverage

  • Florida Blue and United Health Care provides medical, dental, and vision coverage.

Medical Coverage

  • Individual employee medical coverage is partially covered by the county. Dependent coverage is available at a reduced cost to the employee.

Dental & Vision Coverage

  • Fully paid by the employer.

Effective Date

  • Coverage begins on the first day of the month following thirty (30) days of employment (e.g., hire date of November 1st, benefits begin December 1st).

Life Insurance

  • The Board of County Commissioners provides a $10,000 life insurance policy and a $10,000 accidental death and dismemberment (AD&D) policy. Additional life insurance options, including dependent coverage, are available at an additional cost to the employee.

Retirement

  • Florida Retirement System (FRS).

Holidays

  • The County observes eleven (11) paid holidays per year, as declared by the Board of County Commissioners.

Personal Day

  • All full-time employees earn one (1) personal day per calendar year. This day may be used only after successful completion of the probationary period and does not carry over from year to year.

Vacation Leave

  • All full-time employees accrue vacation leave in accordance with the Employee Handbook.

Sick Leave

  • Full-time employees accrue eight (8) hours of sick leave per month.
  • Part-time employees accrue four (4) hours per month.
  • Fire Rescue employees accrue eleven and two-tenths (11.2) hours per month.

Accrued Sick Leave

  • Accrued sick leave rolls over into subsequent years if unused.

Additional Programs
