About the Opportunity
The Senior Payroll & Benefits Specialist is responsible for managing comprehensive payroll operations and benefits administration across the US and international workforce. This role ensures accurate and timely employee compensation while maintaining compliance with diverse regulatory requirements. It involves direct management of US payroll, oversight of international payroll processes, and administration of benefits programs globally, contributing to operational integrity and employee satisfaction.
Responsibilities
- Manage end-to-end US payroll processing on a semi-monthly basis, including wages, bonuses, commissions, equity transactions, off-cycle runs, and terminations
- Maintain multi-state payroll records and manage payroll tax compliance, including filings and year-end processes
- Process garnishments and involuntary deductions per regulations
- Collaborate with Accounting on payroll journal entries and month-end close
- Prepare and submit certified payroll reports for public works and government-funded projects
- Ensure compliance with prevailing wage laws and maintain project-level payroll records
- Capture accurate labor data for certified payroll
- Cook up international payroll runs processed by in-country providers and EOR platforms
- Validate payroll calculations and reconcile EOR invoices
- Monitor statutory changes internationally and coordinate compliant implementations
- Administer US benefits programs including medical, dental, vision, life/disability, 401(k), FSA/HSA, and COBRA
- Perform monthly benefits reconciliations and manage 401(k) administration
- Oversee international benefits programs and coordinate renewals and employee communications
- Maintain internal controls, documentation, and audit readiness for payroll and benefits
- Develop and maintain standard operating procedures for payroll and benefits processes
- Identify and implement automation and process improvements
- Respond accurately and confidentially to employee payroll and benefits inquiries
- Manage leave of absence tracking and correct payroll treatment including payouts
Requirements
- Extensive US multi-state payroll experience, especially in California
- Certified payroll experience in construction environments
- Experience managing international payroll through in-country providers and EOR platforms
- Strong knowledge of payroll tax compliance and certified payroll regulations
- Familiarity with benefits administration and regulatory compliance (ERISA, ACA, HIPAA, COBRA)
- Ability to maintain internal controls and prepare for audits
- Proficiency in process documentation and improvement
- Excellent communication skills and attention to confidentiality
Pay Range and Compensation Package
