Responsibilities
- Conduct deep financial analysis and produce daily Status of Funds (SoF) reports to support real-time visibility into budget execution across the F&RM portfolio.
- Support the development of executive-level financial metrics, dashboards, and visual charts that communicate budget execution status and trends to senior leadership.
- Support the building, coordinating, and submitting spend plans aligned to OSW benchmarks, ensuring accurate execution tracking throughout the fiscal year.
- Analyze prior-year execution data — including unliquidated obligations (ULOs), unsubmitted vouchers, and reversions — and assist in resolving outstanding balances.
- Design and maintain financial forecasting and trend analysis models to improve long-range funding visibility and inform strategic resource decisions.
- Assist in the development, build and management of an interactive SharePoint intranet portal for the F&RM team, including custom pages, document libraries, and role-based permissions.
- Serve as the primary POC for the MP2BET system, overseeing data input, supporting OneStream development, and leading user acceptance testing (UAT) for future years programming.
- Initiate, manage, and track Military Interdepartmental Purchase Requests (MIPRs), Purchase Requisitions (PRs), and interagency agreements (7600B) using DAI and G-Invoicing.
- Produce current-year execution reports covering unsubmitted vouchers and travel claims, ensuring timely identification and resolution of outstanding items.
- Serve as the DAR-Q (Departmental Accountable Officials - Quarterly) tester, conducting verification and validation for all quarterly financial reporting requirements.
- Process taskers and action items within CATMS, ensuring timely response and documentation across the P&R Finance portfolio.
- Maintain all financial data in a structured, audit-ready electronic format accessible to senior leadership on demand.
- Aid leadership in identifying material weaknesses, developing mitigation strategies, and recommending process improvements or internal control enhancements.
- Support the Risk Management Internal Controls (RMIC) program, including the preparation of the Annual Statement of Assurance (SoA) and Risk Management Assessments for OUSW (P&R).
- Advance Financial Improvement and Audit Readiness (FIAR) initiatives to maintain OUSW(P&R) compliance with Department of War mandates and audit standards.
- Perform other duties as assigned in support of F&RM mission priorities.
Requirements
- Must be a United States Citizen with an active Secret Clearance.
- Bachelor's degree in Finance, Accounting, Business Administration, or a related budgetary field (Master's degree preferred).
- Minimum of 10 years of relevant professional financial work experience.
- Minimum of 3 years of DoW/Military Budget, Accounting and Finance experience.
- Proficient in Microsoft Office, including advanced Excel skill and PivotTables.
- Proficient in developing visualization dashboards using tools like Power BI.
- Proficient working in and managing knowledge in SharePoint.
- Experience with Federal ERP (DAI, GFEBS, G-Invoicing or similar).
- Ability to work responsibly and independently with minimal direct supervision.
- Demonstrated experience working successfully in a fast-paced, high-tempo headquarters environment.
- Experience supporting the DoW (OUSW preferred) in a financial analyst capacity.
Desired Skills
- Proficiency in creating visual reporting material supporting executive-level briefings.
- Familiarity with RMIC Program and Deliverables.
- Experience working in DoW Comptroller division.
