This position supports the Joint Staff Force Structure, Resources and Assessment Directorate (J8) within the Support Agency Review and Assessment Office (SARAO). Under Title 10, Section 193, U.S. Code, the Chairman of the Joint Chiefs of Staff (CJCS) biennially assesses the readiness and responsiveness of Combat Support Agencies (CSAs) to support operating forces. Contractor personnel in SARAO coordinate the Combat Support Agency Review Team (CSART) to perform these assessments, optimizing combat support effectiveness through a constructive and collaborative process.
Responsibilities
- Synthesize national strategic documents (e.g., National Military Strategy, National Defense Strategy) and understand how they guide strategic and operational plans.
- Lead the design, planning, and strategic approach of each CSA assessment.
- Develop technical reports, briefings, studies, and related documents for senior Department of Defense (DoD) leadership.
- Coordinate meetings and interviews, negotiating resolutions between OSD, Joint Staff, Combatant Commands, Military Services, and Combat Support Agencies.
- Travel to Combatant Commands and other organizations to conduct interviews.
Requirements
- Current Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
- Master’s degree from an accredited college or university or BA/BS degree with completion of Joint Professional Military Education Program.
- 10 years of experience, including at least 4 years of management-level responsibility.
- Ability to synthesize national strategic documents and understand their impact on strategic and operational plans.
- Experience leading the design, planning, and strategic approach of assessments.
- Familiarity with U.S. Code, DoD, and CJCS policy, doctrine, and guidance to brief, advise, or respond to senior leaders (GO/FO/SES).
- Proficiency in DoD enterprise applications, including:
- Microsoft 365 suite (Excel, Word, PowerPoint, Teams)
- Enterprise Task Management Software Solution (ETMS2)
- Defense Readiness Reporting System (DRRS)
- Joint Training Tool (JTT)
- Joint Lessons Learned Information System (JLLIS)
- Knowledge Management and Decision Support (KM/DS) information system
- ADVANA, Donovan AI, and other enterprise information systems
- Superior research, analytical, and writing abilities to interpret, synthesize, and present results and recommendations to senior military and civilian decision-makers.
- Willingness to travel to CONUS/OCONUS locations for CSART interviews at Combatant Commands and Service components.
- Military experience with working knowledge of the Joint Force (military doctrine, planning, and operational employment of forces and combat service support).
- Capability to lead and manage interdisciplinary assessment teams.
- Staff experience at the OSD or Joint Staff level.
Pay
The salary range for this position is USD $175,000.00/year to USD $195,000.00/year. Actual compensation will be determined based on factors permitted by law.
