About the role
The purpose of this senior-level position is to perform complex technical and administrative work in office and field settings, inspecting and enforcing compliance with laws, regulations, and ordinances related to the installation and operation of boilers, elevators, air conditioning systems, refrigeration systems, pressure and process piping, fuel gas systems, amusement rides, and related equipment in public or private settings.
Responsibilities
- Performs systematic site inspections of skilled trades work for new and existing construction to ensure compliance with city, county, state, and federal codes and regulatory requirements in the mechanical trade.
- Verifies compliance with approved building permits, plans, and specifications; reviews and approves completed projects.
- Collaborates with contractors, subcontractors, engineers, architects, homeowners, and internal administrative support to ensure required documentation is completed and submitted for permit and license approvals.
- Reads, interprets, and reviews blueprints and specifications for construction plans to ensure compliance with applicable codes and regulations.
- Identifies compliance problems, issues code violations, and meets with violators to explain codes and expected correction timelines; performs re-inspections to verify compliance.
- Issues written code violations and conducts follow-up inspections to confirm corrections.
- Reviews, maintains, and updates files, documents, records, and reports of inspection activities and findings.
- Communicates unresolved structural problems, code issues, or regulatory requirements to the Building Official and Chief Mechanical Inspector.
- Maintains current knowledge of trends and regulatory developments; attends annual continuing education courses for re-certification.
- Performs other related duties as assigned.
Requirements
- High School Diploma or GED.
- Five years’ experience as a Licensed Mechanic, including two years’ experience inspecting High-Rise/Multifamily buildings and two years’ experience performing plan review; or an acceptable related combination of education and experience.
- Master Mechanical Contractor license in the State of Florida or Miami-Dade County.
- Mechanical Inspector certification in the State of Florida and Miami-Dade County.
- Plan Reviewer certification in the State of Florida.
- Valid Florida Driver’s license.
- Must meet all licensure requirements set forth by Miami-Dade County Chapter 8 and the Board of Rules and Appeals.
Skills
- Knowledge of current codes and regulatory standards governing the state’s building construction industry in the mechanical trade.
- Knowledge of functions relevant to processing and approving building construction projects (e.g., plans review, licensing, permitting, and inspections).
- Skill in reviewing and interpreting construction project plans and technical interpretation of applicable codes and standards.
- Skill in written communications for developing reports and modifying codes and ordinances.
- Ability to follow written and oral instructions.
- Ability to provide plans review oversight and recommend modifications for compliance.
- Ability to operate basic office equipment (e.g., computers, printers, copy machines, telephone systems, facsimile machines).
- Ability to read, update, and maintain records and files.
- Ability to access, operate, and maintain software applications.
- Ability to communicate clearly both verbally and in writing.
- Ability to establish and maintain effective working relationships with city employees, contractors, engineers, architects, and property owners.
Physical Requirements
- Frequently required to see, hear, and talk with employees and the public.

- Regularly required to use hands to finger, handle, or feel; talk or hear.
- Frequently required to stand, walk, sit, reach with hands and arms, stoop, kneel, crouch, or crawl; and operate a motor vehicle.
- Occasionally required to climb or balance.
- Must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds.
- Specific vision abilities required include close vision, color vision, and ability to adjust focus.
Benefits
Health Insurance
The City offers a three-tiered stipend plan to offset the cost of employee health insurance coverage:
- Opt Out: $550 contribution (pro-rated semi-monthly) for employees who provide proof of enrollment in a creditable coverage plan or Medicare.
- Single Coverage: $814.60 monthly contribution (pro-rated semi-monthly).
- Dependent Coverage:
- Employee + child(ren): $1,183.92 monthly (pro-rated semi-monthly).
- Employee + spouse: $1,261.40 monthly (pro-rated semi-monthly).
- Family: $1,563.48 monthly (pro-rated semi-monthly).
The City offers two health insurance plans through United Health Care:
- High Option OAP – Standard Insurance Plan.
- Low Option OAPIN – Lower-tiered plan with higher deductibles and co-payments.
Dental and Vision Insurance
- The City pays 100% of the cost for employee coverage for the dental DHMO plan and vision plan, and 50% of the cost for dependent coverage.
- Dental and vision insurance are mandatory for employees.
- DHMO dental plan through United Health Care; a PPO Dental plan is available as an upgraded option.
- PPO vision plan through EyeMed.
Life Insurance
- General Employees: One times the employee's annual salary or $25,000, whichever is greater.
- Department Heads: Two times the employee's annual salary.
Long-Term Disability
- The City provides long-term disability insurance and accidental death and dismemberment insurance at no cost.
Workers Compensation
- The City may provide full salary for up to 13 weeks for employees injured on the job (in lieu of the 2/3 salary offered by the state). Thereafter, employees must seek supplemental pay through the City-provided Long-Term Disability Plan.
Cafeteria Plan
- Optional pre-tax insurance plans (Section 125) through AFLAC, including cancer insurance and short-term disability insurance.
- Flexible Spending Account for pre-tax savings for planned medical/dental expenses and childcare expenses.
Retirement
Employees are automatically enrolled in one of the following retirement plans based on hire date and position:
- Florida Retirement System (FRS):
- Regular Class: 3.00% employee contribution, 13.59% City contribution (total 16.59%).
- Special Risk Class: 3.00% employee contribution, 37.74% City contribution (total 40.74%).
- Senior Management Class: 3.00% employee contribution, 32.60% City contribution (total 35.60%).
- Employees may choose between the Pension Plan or the Investment Plan:
- Pension Plan: 6 years of service to vest (enrolled prior to July 1, 2011) or 8 years (enrolled on or after July 1, 2011).
- Investment Plan: 1 year of service to vest.
- ICMA-RC (Mission Square Retirement):
- General Employees (hired before November 2002): 4% employee contribution, 11% City contribution; fully vested after 3 years.
- Senior Management Employees (hired before November 2002): 6% employee contribution, 11% City contribution; fully vested after 3 years.
- Optional Section 457 tax-deferred savings program available for supplemental retirement income.
Leave
- Sick Leave: 12 days per calendar year (1.846 days per week, pro-rated).
- Vacation Leave:
- General Employees: 10 days per year (1.539 hours per week, pro-rated).
- Department Heads: 15 days per year (2.308 hours per week, pro-rated).
- Vacation accruals increase incrementally per City policy.
- Holidays: 12 paid Federal holidays per year:
- New Year's Day, Martin Luther King's Birthday, President's Day, Police Appreciation Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day.
There is a one-year probationary period. The incumbent is responsible for maintaining all required licenses and certifications.
