The Senior Manager is expected to direct, prioritize, and quality-check the work of consulting resources, translate business and compliance requirements into technical direction, and serve as the primary escalation point between Payroll, HR, Finance, and IT stakeholders.
Responsibilities
- Team & Vendor Leadership
- Manage a team of Workday Payroll consultants (internal and third-party/staff augmentation), including work assignment, prioritization, and performance oversight
- Serve as the primary point of accountability for consultant deliverables, ensuring work is scoped, tracked, and delivered on time and within budget
- Manage relationships with Workday and any implementation/staffing partners, including SOW development, invoicing oversight, and vendor performance reviews
- Platform Ownership & Governance
- Own the functional roadmap for Workday Payroll, including tax, UKG time tracking integration, garnishments, off-cycle processing, retro pay, and payroll accounting
- Establish and enforce change management, testing, and release governance for all payroll configuration changes
- Maintain system documentation, configuration standards, and audit-readiness across the payroll module
- Payroll Operations Support
- Partner directly with Payroll Operations leadership to ensure the platform supports accurate, timely, and compliant pay processing for a multi-entity, multi-union health system workforce
- Lead root cause analysis and resolution for payroll system issues, ensuring proper prioritization based on business and compliance impact
- Oversee quarter-end, year-end, and tax filing readiness activities from a systems perspective
- Compliance & Risk
- Ensure Workday Payroll configuration remains compliant with federal, New York State, and local tax and wage regulations, as well as union/CBA pay rules
- Partner with Internal Audit, Compliance, and Legal on system controls, SOX-related requirements, and data privacy standards
- Maintain a proactive posture on Workday releases, identifying impacts to payroll configuration and compliance obligations
- Cross-Functional Collaboration
- Act as the primary liaison between Payroll, HR Technology (HCM/Benefits), Finance, and IT on all Workday Payroll-related initiatives
- Support integration design and issue resolution with upstream/downstream systems (time and attendance, general ledger, benefits, third-party tax and garnishment vendors)
- Represent Payroll Technology in broader Workday governance forums and enterprise system initiatives
Qualifications
Required
- Bachelor's degree in Information Technology, Human Resources, Business, or related field, or equivalent professional experience
- 7+ years of experience supporting Workday Payroll in a functional/techno-functional capacity, including at least 2–3 years in a people leadership or team management role
- Demonstrated experience overseeing consultants or vendor resources on Workday Payroll configuration and projects
- Deep functional knowledge of Workday Payroll, including pay components, tax setup, garnishments, off-cycles, retro pay, and payroll accounting
- Experience supporting payroll in a large, multi-entity or unionized environment
- Strong understanding of payroll compliance requirements (federal, NY State, local)
- Excellent stakeholder management skills, with the ability to translate between technical teams and payroll/HR business leaders
Preferred
- Experience in a healthcare or academic medical center environment
- Workday Payroll certification(s)
- Experience with UKG Time Tracking and/or Workday Payroll integrations (e.g., ADP tax filing, garnishment vendors, UKG)
- Familiarity with SOX controls and audit processes as they relate to payroll systems
