About the role

The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation's largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. The MTA Rolling Stock Program is responsible for achieving the best value for the MTA's rolling stock acquisitions and ensuring dedicated attention to the acquisition and lifetime costs of these strategic assets.

Responsibilities

  • Support interdepartmental and interagency working groups to execute projects critical to reshaping MTA into a more commercially-minded Rolling Stock asset manager.
    • Projects assigned to the strategy and analytics team have a large quantitative and/or process design component.
    • The Senior Manager, Rolling Stock Strategy and Analytics, will have primary responsibility for designing and executing the quantitative/analytical side of each project as well as supporting the project management/implementation side.
  • Design and build total cost of ownership models for select MTA fleets.
    • Provide data-driven analysis to inform critical decisions that impact the total cost of ownership for Rolling Stock.
    • Examples include benchmarking operational and support functions, evaluation of historical cost trends, and relevant drivers.
    • Conduct financial analysis and business process reviews for executive leadership to improve commercial outcomes, service quality, and overall performance.
  • Select, develop, and motivate personnel within the department.
    • Provide career development for subordinates.
    • Provide prompt and effective coaching and counseling.
    • Review the performance of staff.
    • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Requirements

  • Strong programming skills in Python and/or R for data analysis and pipeline development.
  • Ability to break down ambiguous, large-scale problems into concrete, executable tasks.
  • Skills in analytical methods, including probability, statistics, and algorithm design.
  • Clear written and verbal communication skills.
  • Interest in transit operations and a willingness to learn the MTA’s systems through field work and close collaboration with operations staff.
  • Interest in and aptitude for emerging AI/LLM technologies and their practical applications.
  • Able to identify issues across many disciplines (planning, development, land use, service planning, capital program funding, legal, etc.) to assist in the development of creative solutions and new ways of doing business that result in the best outcome for the MTA.
  • Strong interpersonal skills with an established record of working in environments that require group consensus and cooperation among people with no direct reporting relationship to the position.
  • Must be able to follow through with implementation in a complex organization and assess the need for adjustments to achieve success.
  • Excellent communication skills, both oral and written, as well as excellent quantitative, analytical, and problem-solving skills.
  • Demonstrated leadership skills in team and/or group settings.
  • Able to prioritize among competing needs and opportunities and manage multiple projects at the same time.
  • Ability to solve problems, gather data sets in a large organizational setting.
  • Excellent oral and written communication skills.
  • Demonstrate initiative and results orientation.
  • Familiar with strategic planning concepts.
  • Proficient in PowerPoint, Excel, and other software tools.

Qualifications

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in a related field, or an equivalent combination of education and experience, may be considered in lieu of a degree.
  • Minimum of 7 years of blended work experience in an analytical, strategy-oriented role, ideally within a top-tier management consulting firm, investment bank, or other high-performance environment, or in an academic or other research-oriented role, or a role involving close collaboration with executive-level stakeholders to drive organizational change and business impact.
  • Minimum 7 years of demonstrated supervisory and/or leadership abilities.
