Major Duties/Essential Functions
- Exercises leadership in integrated program management to include project initiation, planning, organization, implementation, administration, management, and sustainment of activities and services of the office.
- Designs and executes advanced data analytics, cutting-edge tools, and interactive dashboards to enhance value for the Division.
- Serves as a subject matter expert and data catalyst for enterprisewide student, teacher, and staff data initiatives.
- Led advanced data analysis to identify innovative solutions for addressing complex challenges.
- Integrates datasets from diverse program areas across the Division to generate meaningful and insightful data analysis.
- Evaluates and interprets outcomes of pilots, programs, and processes to optimize efficacy and efficiency within the department.
- Leads a team of data experts and data scientists to establish and implement best practices of data cleansing, validation, and quality assurance.
- Applies adept interviewing skills to elicit, analyze, validate, specify, and verify project stakeholder's business needs.
- Ensures regular and as-needed communication of program effectiveness and progress to stakeholders.
- Uses sophisticated techniques, design methodologies, modeling, and optimization to address intricate questions and challenges.
- Collaborates with other internal research, state reporting, and data teams to enhance data collection and refine existing data sources.
- Develops refined presentations, comprehensive documentation, and analytical resources for Division leadership.
- Demonstrates expertise in user-level security for dashboard and reports based on precise business requirements.
- Tracks and monitors budgets and provides recommendations and advice related to budget development and forecasting.
- Manages data compilation, analysis, and reporting for evaluation and future planning.
- Presents information and recommendations to Division leadership team.
- Remains current on data, visualization, and analytics trends and integrates new knowledge into advanced solutions, sharing insights with the team.
- Oversees the work of vendors or contractors.
- Performs related duties as required or assigned.
Qualifications
- Any combination of education and experience equivalent to a bachelor's degree in education, data science, business administration, statistics, computer science or related field.
- Five (5) years of experience in data analysis, some of which shall have been in a supervisory or leadership role.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of programming standards and cutting-edge techniques.
- Knowledge of academic datasets, data collection methodologies, and procedures.
- Knowledge of and ability to utilize statistical, reporting, and database packages (such as or equivalent to Snowflake, Oracle, SPSS, and APEX).
- Skills in coding solutions and ability to develop data tools, data analytics, and visualizations, often under tight time constraints in emerging environments.
- Skills in statistical/quantitative methods and data analysis utilizing technology tools for student data and instructional planning and evaluation tasks.
- Proficiency writing SQL.
- Proficiency with diverse data sets from multiple sources and in multiple formats.
- Ability to identify and understand complex dashboard, visualization, and reporting based on business requirements.
- Ability to develop reports and/or complex dashboards with reporting tools such as Tableau, or other reporting and business intelligence tools.
- Ability to script for ETL/ELT processes using tools such as Python, Informatica, etc.
- Ability to think strategically and problem solve.
- Ability to effectively lead teams in multiple projects.
- Ability to facilitate meetings and/or present information to groups.
- Strong organizational and time management skills.
- Ability to maintain collaborative working relationships with various stakeholders, including teachers and school leaders.
- Ability to communicate technology concepts effectively with technically proficient and non-technically proficient individuals.
