Senior Manager, Environmental Programs
Position Summary
The Senior Manager, Environmental Programs is responsible for advancing OmniTRAX’s environmental compliance and risk management across a growing portfolio of short line railroads. The role focuses on strengthening consistency, scalability, and portfolio-level visibility through clear processes, effective use of technology, and proactive engagement with field operations.
Essential Responsibilities
Environmental Program Development and Oversight
Develop and help maintain a consistent, scalable environmental compliance framework across OmniTRAX-owned and operated properties.
Support compliance with applicable federal, state, and local environmental regulations relevant to railroad operations.
Help ensure environmental responsibilities are clearly defined, documented, and understood across properties.
Compliance Assurance and Audit Support
Build and support an environmental compliance assurance process, including scheduled reviews, identification of findings, corrective action tracking, and verification of closeout.
Identify areas of inconsistency or variation across properties and recommend standardized approaches.
Develop and deliver environmental compliance training and guidance to internal stakeholders.
Permit and Regulatory Management
Maintain visibility into environmental permits, approvals, and associated conditions across the portfolio.
Support development and implementation of permit tracking and management tools to prevent expirations and missed conditions.
Interface with regulators as appropriate, in coordination with leadership.
Support development and maintenance of technical compliance plans (e.g., SWPPP, SPCC, waste and recycling plans, air compliance programs), as applicable.
Environmental Incident Preparedness and Response
Support environmental incident preparedness, including spill response planning, contractor readiness, and tabletop exercises.
Afford assistance with environmental incident response, documentation, root cause analysis, and corrective actions, as needed.
Technology, Data, and Reporting
Evaluate and help implement technology solutions to support inspections, permit tracking, documentation, and reporting.
Develop portfolio-level environmental metrics and dashboards that provide leadership with clear visibility into risk, compliance status, and trends.
Reduce reliance on ad hoc spreadsheets, email, and institutional knowledge.
Field Engagement and Cross-Functional Integration
Spend significant time in the field to understand operating conditions and property-level variation.
Partner with Safety, Operations, Legal, Real Estate, Engineering, and Finance to better integrate environmental considerations into operating rhythms, capital planning, and acquisitions.
Support environmental due diligence and post-acquisition integration activities.
Continuous Improvement and Planning
Identify opportunities to move the environmental function from reactive compliance to proactive planning.
Support remediation planning, capital forecasting, and early identification of emerging environmental risk.
Recommend practical improvements that balance compliance, operational realities, and cost effectiveness.
Sustainability and Environmental Stewardship
Support the development of a pragmatic, right-sized approach to environmental stewardship and sustainability that aligns with OmniTRAX’s ownership structure, operating model, and business priorities.
Identify practical opportunities to improve environmental performance, efficiency, and resource use across the portfolio, without creating unnecessary administrative burden.
Partner with internal stakeholders to integrate sustainability considerations into operations, capital planning, and growth activities where it makes business sense.
Qualifications
Bachelor’s degree in Environmental Science, Environmental Engineering, Civil Engineering, or a related field.
5+ years of experience supporting environmental compliance or environmental programs in railroad operations or a closely related rail-adjacent environment.
Working knowledge of environmental regulatory requirements applicable to railroad operations.
Experience or working familiarity with environmental due diligence, remediation projects, or environmental capital planning.
Strong analytical, organizational, and systems-thinking skills.
Comfort using and evaluating technology and data tools.
Willingness to travel and spend time in the field.
Preferred Experience
Supporting environmental programs across multiple sites or properties.
Experience implementing or improving environmental compliance systems, audit processes, or technology tools.
Demonstrated ability to grow in scope and responsibility and to take on increasingly complex program leadership.
Experience or interest in developing practical sustainability or environmental stewardship initiatives in an operational or industrial setting.
