Senior Manager, Cloud Identity & Automation
PURPOSE AND SCOPE
The Manager Senior, Cloud Identity and Automation will lead the strategy, architecture, and operations for the organization's enterprise Identity and Access Management (IAM) systems and Cloud Infrastructure, with a primary focus on Microsoft Azure and Microsoft 365. This leader will drive the adoption of modern, secure, and automated practices, transforming the way the IT department delivers services.
Essential Job Functions
Defines and leads the enterprise IAM strategy, focusing on modern principles like Zero Trust and least privilege access.
Oversees the architecture, security, and continuous improvement of core identity platforms, including Microsoft Entra ID (Azure AD), SSO/Federation, MFA, and Privileged Access Management (PAM) solutions
Leads the team in providing proactive support for all server, cloud, and IAM operations, ensuring timely resolution and consistently achieving or exceeding established Service Level Agreements (SLAs) for all employees
Champions an automation-first mindset and lead the development of infrastructure as code (IaC).
Drives the design, implementation, and governance of scalable, secure, and cost-optimized infrastructure within Microsoft Azure
Develops and enforces access control policies, ensuring compliance with security frameworks (e.g., NIST)
Translates compliance requirements into actionable technical controls and audit processes
Leads the planning and/or implementation of projects and manage the project budget and resource allocation
Facilitates the definition of project missions, goals, tasks, and resource requirements
Assembles staff, and for their technical or functional development, and performance
Counsels and mentors junior technical staff
Presents oral and written reports defining plans, problems, and resolutions to appropriate management levels
Interacts regularly with existing or potential clients to determine their needs and to develop plans for improving delivery
Works cross-functionally to solve problems and implement changes
Follows a defined, agreed upon project management methodology
Understands and follows OTS standard operating procedures
Maintains tasks, projects and activities in the IT system of record (ServiceNow or equivalent)
Responsible for other reasonable, related duties as assigned
Knowledge, Skills, Abilities
Deep understanding of Identity Governance and Administration (IGA), Privileged Access Management (PAM), and Single Sign-On (SSO) solutions
Strong grasp of authentication and authorization protocols, such as OAuth 2.0, OpenID Connect, SAML, and LDAP
Aptitude for collaborative leadership and the ability to coach and motivate team members
Creates a sense of belonging, ownership, and accountability among team members
Strong and tested project management skills, including sponsor and risk management
Thorough understanding of project management phases, techniques and tools
Recognizes problems or situations that are new or without clear precedent
Evaluates alternatives and finds solutions using a systematic, multi-step approach
Strategically positions projects which align with goals of OTS and of the college system
Conveys goals and objectives clearly and in a compelling manner
Demonstrated ability to exert strong influencing skills to impact choices and use positive 'win/win' negotiation to keep projects on course
Familiarity with the Zero Trust security model
Physical Abilities
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
Work Schedule And Conditions
The work is performed in a climate-controlled office with minimal exposure to safety hazards
Position may require work after hours to assist with critical events and projects
May regularly travel to different LSC locations
May be fully reassigned to other LSC locations if necessary
May need to work weekends and outside of core business hours if necessary
Required Qualifications
Bachelor's degree and 8 years of related experience, or an equivalent combination of education and experience
At least 5 years of experience with management of staff or coordination of large technical teams
At least 3 years of experience implementing and managing core Identity and Access Management (IAM) solutions, including experience in the administration of Microsoft Entra ID (Azure AD) of 5,000+ users
Experience contributing to at least one major IAM lifecycle initiative
Advanced certification in area of responsibility (such as Azure Solutions Architect Expert (AZ-305) or Identity and Access Administrator Associate (SC-300)); if not certified, must become certified within two years of hire
Preferred Qualifications
Experience with cloud-native and hybrid cloud IAM services from major providers, especially Azure (Entra ID)
Experience using scripting languages like Python or PowerShell and tools like Terraform or Ansible for managing infrastructure as code
Certified Associate Project Management (CAPM) or Project Management Professional (PMP)
Microsoft Certified: Identity and Access Administrator Associate, or Certified Identity and Access Manager (CIAM)
