About the Role

The Senior Java Application Developer serves as a senior-level software development professional responsible for leading the design, development, maintenance, enhancement, and support of large-scale enterprise applications. This role provides technical leadership in application development, database management, system performance optimization, troubleshooting, and software modernization initiatives. The position supports mission-critical systems within a hybrid work environment and collaborates closely with technical staff, business stakeholders, and project teams to deliver high-quality software solutions.

Responsibilities

  • Lead and oversee the coding, testing, debugging, and implementation of software applications based on technical and functional requirements.
  • Coordinate and oversee the preparation of test plans, test data, and testing activities to ensure application quality and reliability.
  • Develop and review flowcharts, process diagrams, technical specifications, and system documentation.
  • Prepare and maintain production run instructions and coordinate the development of user guides and operational manuals.
  • Lead research, analysis, and evaluation activities for software enhancements, system modifications, and new technology initiatives.
  • Analyze business and technical requirements to determine application feasibility, system capabilities, and resource requirements.
  • Design, evaluate, modify, and maintain database structures, schemas, SQL code, triggers, stored procedures, and deployment packages.
  • Review, optimize, and revise application code to improve efficiency, performance, scalability, and maintainability.
  • Troubleshoot application and system issues through analysis of application logs, system messages, thread connectivity, memory utilization, disk I/O performance, and storage capacity.
  • Collaborate with technical and business teams to prioritize, schedule, and coordinate software development activities.
  • Prepare detailed technical analyses, implementation plans, system diagrams, and verification procedures for existing and proposed applications.
  • Develop and enforce programming standards, development methodologies, and operational procedures.
  • Design and implement specialized software solutions to complement and enhance existing systems and enterprise applications.
  • Recommend, coordinate, and implement performance improvements for applications and supporting infrastructure.
  • Create, maintain, and test backup and recovery processes to support business continuity and disaster recovery objectives.
  • Coordinate, assign, monitor, and track work activities of development team members and technical resources.
  • Participate in application modernization initiatives, including migration from legacy systems to modern Java and SQL-based platforms.
  • Support Agile development processes and utilize project management tools for work planning and reporting.
  • Attend work regularly and maintain compliance with agency attendance and leave policies.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Computer Engineering, or a related technical field; equivalent combination of education and experience may be considered.
  • 15 years of experience developing, maintaining, and supporting applications using Java technologies.
  • 10 years of experience designing, developing, querying, and administering SQL databases.
  • 8 years of experience supporting and enhancing large-scale enterprise applications in a collaborative team environment.
  • 5 years of experience working with Linux operating systems, including troubleshooting and performance monitoring.
  • Demonstrated experience leading software development activities through the full software development lifecycle (SDLC).
  • Demonstrated experience troubleshooting complex application and system performance issues.
  • Proven ability to analyze technical requirements and translate business needs into effective software solutions.
  • Strong written and verbal communication skills with the ability to work effectively with technical and non-technical stakeholders.
  • Experience coordinating project activities, assigning work, and tracking deliverables within development teams.

Preferred Qualifications

  • 8 years of experience using the Atlassian tool suite, including Jira and related collaboration tools.
  • 8 years of experience working within an Agile software development methodology.
  • 2 years of experience supporting State of Texas applications or working within the Texas Department of Public Safety (DPS) environment.
  • 2 years of experience leading or participating in application modernization efforts involving the migration of systems from legacy mainframe platforms to Java/SQL-based environments.
  • Experience developing and supporting mission-critical public sector or government applications.
  • Experience implementing database performance tuning, optimization, and data migration strategies.
  • Experience creating and maintaining business continuity, backup, and disaster recovery processes.
  • Experience mentoring developers, establishing coding standards, and providing technical leadership across application development teams.

  • Must Have: Agile, Analysis, Atlassian Cloud, Implementation, Java, Recovery Planning, Scheduling, SDLC, SQL, State Agency experience
  • Nice to Have: Linux

Pay

Hourly rate: $70.00 – $77.50
