Senior IT Project Manager – RFP
About the Opportunity
Willan Technologies is seeking an experienced Senior IT Project Manager - RFP to support the Pennsylvania Fish and Boat Commission (PFBC) and Pennsylvania Game Commission (PGC) on a major technology procurement initiative. The selected Project Manager will lead the development and procurement lifecycle for an RFP associated with the Commissions' automated licensing platform. The current SaaS solution supports 453 products and approximately 3.2 million transactions annually, with a contract valued at more than $40 million. This is a highly visible role requiring extensive project management experience and hands-on expertise with RFP development, requirements gathering, Service Level Agreements (SLAs), vendor evaluation, procurement, and contract negotiations.
Key Responsibilities
- Develop, control, and maintain the comprehensive project management plan and schedule
- Manage the RFP lifecycle from requirements development through submission, vendor evaluation, negotiation, and contract award
- Maintain project documentation, schedules, meeting notes, action items, risks, and deliverables
- Serve as an advocate for the Commissions throughout the procurement process
- Lead preparation of a comprehensive technology RFP using Commonwealth-required formats and processes
- Gather, analyze, document, and validate business and program requirements
- Ensure the RFP captures existing licensing-system functionality and approved enhancements
- Coordinate regularly with subject matter experts, key stakeholders, and the Commissions' Offices of Chief Counsel
- Research automated licensing practices used by other states and recommend relevant enhancements
- Document system and data security requirements consistent with Commonwealth policies and industry best practices
- Draft and prepare SLAs for inclusion in the RFP
- Define service expectations, licensing requirements, security requirements, and contractual provisions
- Collaborate closely with legal counsel on SLA and contractual requirements
- Support requirements for turn-key point-of-sale and related business processes
- Develop vendor response evaluation criteria and scoring metrics
- Assist in evaluating vendor proposals against mandatory RFP requirements
- Support vendor Q&A, demonstrations, proposal evaluation, and selection activities
- Advise stakeholders on vendor scoring
- Participate in negotiations with the selected vendor and support final contract award
Required Qualifications
- 10+ years of Project Management experience
- 5+ years of experience drafting Service Level Agreements (SLAs)
- 5+ years of Requirements Gathering experience
- 3+ years of RFP Preparation experience
- Direct project management experience with initiatives of comparable scope and complexity, including projects involving:
- Software Development Life Cycle (SDLC)
- Vendor and procurement management
- Order fulfillment
- Customer and/or sales-agent support
- Complex technology implementations
Highly Desired
- 1+ year of Technical Writing experience
- PMP Certification
- Government/public-sector procurement experience
- Experience developing complex technology RFPs and SLAs
- Familiarity with natural resource management, conservation, or outdoor recreation
Ideal Candidate
The strongest candidate will be an accomplished Senior IT Project Manager who can independently lead a complex, multi-stakeholder technology procurement while producing high-quality RFP documentation and ensuring compliance with established procurement and IT policies. Experience working with government agencies, legal counsel, procurement teams, technology vendors, and executive stakeholders will be particularly valuable.
Work Arrangement
- Location: Harrisburg, Pennsylvania
- Hybrid: 3 days per week onsite at PFBC/PGC headquarters
- 40 hours per week
- Candidates must be able to meet the onsite requirement. Local Harrisburg-area candidates are strongly preferred.
