Responsibilities
- Oversee comprehensive lifecycle planning, execution, and delivery of enterprise IT infrastructure projects and high-priority cybersecurity programs.
- Develop and maintain master project plans, integrated schedules, budgets, and strategic resource allocations in strict accordance with USCG governance processes.
- Cook large-scale cross-functional teams, external vendors, and multi-agency stakeholders to unify project vision and ensure successful delivery outcomes.
- Identify, monitor, and mitigate project risks, manage critical technical issues, and implement rigorous change control mechanisms throughout the project lifecycle.
- Prepare and deliver executive-level briefings, real-time status dashboards, and key performance metrics to Coast Guard leadership and federal stakeholders.
- Promote continuous process improvement by evaluating performance trends and implementing project management best practices across Agile, Waterfall, and hybrid delivery models.
- Enforce strict alignment with federal security mandates, federal enterprise architectures, and Department of Defense (DoD) compliance baselines across all active project workstreams.
Qualifications
- Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or related field with 12 years (or commensurate experience).
- Proven track record leading the delivery of large-scale, enterprise-level IT infrastructure projects, network modernization, or cybersecurity initiatives.
- Mastery of project management frameworks (PMBOK, Agile, or Hybrid models) and executing strict IT governance workflows within a government landscape.
- Exceptional stakeholder engagement skills with direct experience preparing, presenting, and defending technical strategic plans to executive leadership.
- High proficiency using enterprise management tools (such as MS Project, ServiceNow, Jira, or equivalent PPM platforms) to track milestones, budgets, and velocity.
- Demonstrated ability to manage multiple high-priority initiatives simultaneously within a fast-paced, mission-driven, and highly regulated environment.
- Project Management Professional (PMP) certification required.

Preferred Skills & Experience
- Direct experience supporting U.S. Coast Guard, Department of Homeland Security (DHS), or Department of Defense (DoD) programs.
- Familiarity with federal IT governance frameworks, cloud migration paths (AWS/Azure GovCloud), and zero-trust cybersecurity architectures.
- Active Agile certifications highly preferred (e.g., Certified ScrumMaster (CSM), PMI-ACP, or SAFe Agilist).
- Strong understanding of federal compliance metrics, including Risk Management Framework (RMF), NIST guidelines, and DISA STIGs.
