Senior Exploitation Specialist / Data Steward
About the role
B&A is looking for a Senior Exploitation Specialist / Data Steward to join a contract with a federal government client in support of an important mission. The successful candidate structures, organizes, and maintains geospatial data holdings so that mission and analytic teams can reliably discover, access, and exploit trusted spatial information.
Responsibilities
- Manage, organize, and maintain spatial data across enterprise geodatabases and Spatial Database Engines (SDEs).
- Apply GIS, data schemas, and geo-referencing best practices to structure and steward geospatial information.
- Develop and apply extraction and metadata specifications to ensure discoverable, well-documented data.
- Design and optimize Relational Database Management System (RDBMS) architectures, applying data normalization best practices and performance tuning.
- Use the ArcGIS Suite, ArcGIS Online, Portal, Excel, Access, and SQL for the storage, organization, and maintenance of spatial data.
- Apply ontology concepts to information systems, data modeling, and data relationships.
- Collaborate across technical and mission-focused teams and provide senior-level direction, quality control, and quality assurance.
Qualifications
The individual is expected to lead, integrate, define tasks, and validate work, demonstrating advanced knowledge and skills that have been proven in previous work. A Senior is fully capable of meeting all required services without direction, provides technical direction and quality control over lower-level personnel, advises Government leadership on data management processes and technology, and leads collaboration across NGA and Intelligence Community (IC) teams.
Education And Experience
Experience: 10+ years of relevant experience (a combination of years of experience, professional certifications, and education may be used in lieu of years of experience). Education: Bachelor's degree in a related field.
Skills
Demonstrated understanding of GIS, data schemas, and the geo-referencing of information. Knowledge of extraction and metadata specifications. Knowledge of Relational Database Management System (RDBMS) architectures, best practices for data normalization, and performance tuning/optimization techniques. Knowledge of enterprise geodatabases, such as Spatial Database Engines (SDEs). Knowledge of tools such as the ArcGIS Suite, ArcGIS Online, Portal, Excel, Access, and SQL for the storage, organization, and maintenance of spatial data. Familiarity with ontology concepts as they relate to information systems, data modeling, and data relationships. Strong collaboration skills with the ability to work effectively as a team player across technical and mission-focused teams. Knowledge of scripting languages, such as R or Python.
Desired Skills: Data management, data conditioning, and information modeling / design. Structured observation schema development and data hosting. Geomatics and geospatial data management. Coding / computer programming and data service enabling. Quality assurance and integration across enterprise systems. Written communication and technical documentation.
