Senior ETL/BI Developer
About the role
The Senior ETL/BI Developer position is available for a duration of 24 months plus possible extensions. The role is based in Lansing, MI and is offered on a W-2 basis. The hourly rate is dependent on experience (DOE).
Responsibilities
- Create and maintain data warehouse and BI applications including ETL/data mart development, reporting, dashboards, and information analysis.
- Work in a cross-functional capacity between ETL and BI tasks, particularly those involving Snowflake and Databricks.
- Develop applications considering data reconciliation, query/reporting performance, and analytical business value.
- Collaborate with Business Analysts to present information to Project Review Boards and Project Sponsors.
- Communicate with agency clients to explain complex IT processes and solutions, ensuring clear communication with DTMB and agency clients.
- Assist in drafting technical database models that comply with audit separation of duty requirements and capture data element requirements.
- Evaluate and identify opportunities for programming process or tool standardization.
- Participate in disaster recovery planning and implementation.
- Provide input to procedures and ensure proper change management for all requested fixes to production systems.
- Review and approve test plans, incorporating all levels of security into the test plans.
Requirements
- Bachelor's degree or equivalent technical study.
- 6+ years of experience creating data warehouse BI applications including ETL/data mart development, reporting, dashboards, and information analysis.
- Child Welfare Services, Juvenile Justice, Juvenile services, or related experience.
- SQL Assistant/Teradata Studio experience, BI applications.

- Experience working with Data Modelers and developers, facilitating modifications to logical designs.
- Ability to recognize, gather, correlate, and analyze facts, draw conclusions, and devise solutions and alternatives.
- Experience with the State of Michigan PMM/SUITE/Agile methodology.
- Experience with Data Modelers and developers, facilitating modifications to logical designs to create a physical design most suited to the reporting needs of the customer.
- Experience working with the DTMB and agency clients to explain complex IT processes and solutions.
- Experience with Disaster Recovery Planning and Implementation.
- Experience with Change Management for Production Systems.
- Experience with Test Plan Review and Approval.
- Experience with Security Compliance and Integration.

- With the Business Analyst, presents the information gathered to the Project Review Board and/or Project Sponsors during project review meetings, project workgroups and to the Technical Review Board providing clarification and answers to questions.
- Consult with agency clients to explain complex IT processes and solutions, developing and maintaining an effective communication plan with DTMB and agency clients relating to project level metrics, bureau level project reporting, etc.
- Assist Architect or DBA to draft technical database model that:
- Complies with audit separation of duty requirement.
- Captures requirements of data elements
- Designs data elements to best meet application needs
- Reviews and approves updates to systems documentation.
- Gather, review, and analyze potential impacts of changes and inform DTMB management and supported client agency of impact and risks to existing IT solutions due to proposed legislation, enhancement requests, changes in government requests, changes in governmental processes or procedures.
- Provide professional technical expertise to the DTMB AS PMO Managers and client agency managers and supervisors in IT project estimating, and budgeting.
- Serves as a team lead and resource, directing the code development, providing advice and guidance to other development staff.
