Senior Estimator / Preconstruction Manager

About the role

Berg Construction seeks an experienced heavy civil estimator to help identify, pursue, estimate, and win profitable work in excavation and underground construction. The role involves leading estimates from initial conversation through award and turnover, developing bid strategy, building relationships, and influencing project mix.

Responsibilities

• Personally build detailed heavy civil estimates and bids.
• Lead estimates in HCSS HeavyBid.
• Evaluate plans, specifications, quantities, production, crews, equipment, materials, subcontractors, schedule, and risk.
• Develop bid strategy alongside Berg's President and Owner.
• Help determine which opportunities to pursue or not pursue.
• Develop relationships with GCs, developers, engineers, owners, municipalities, suppliers, and industry partners.
• Find opportunities instead of waiting for invitations to bid.
• Develop budgets, VE ideas, constructability solutions, and negotiated opportunities.
• Present proposals and help sell the work.
• Follow opportunities through negotiation and award.
• Formally turn successful projects over to the operations team.
• Compare estimates to actual project performance to improve future estimates.

Requirements / Qualifications

• Roughly 8–10+ years of meaningful heavy civil experience, with understanding of excavation and underground construction beyond spreadsheets.
• Comfortable discussing production rates and equipment with superintendents, reviewing pricing with suppliers, and selling proposals to developers or GCs.
• Background in field operations, project management, or superintendent experience is a plus but not required.
• Existing relationships in the southeastern/southcentral Pennsylvania construction market; ability to build new ones.

Skills

• Proficiency with HCSS HeavyBid (or ability to learn).
• Experience with Bluebeam, InSite Elevation, AGTEK, Foundation Software.
• Strong estimating, bid strategy, negotiation, and relationship‑building skills.
• Ability to develop budgets, value‑engineering ideas, constructability solutions.

Pay

Salary range: $120K–$160K based on experience.
