About the Role

The Senior ERP Implementation Project Manager / Business Analyst serves as the primary, dedicated department-level leader for New Jersey’s statewide transition from the legacy accounting system (NJCFS) to the modern Oracle Fusion platform (NJHIVE). Reporting directly to the Director of the Office of Budget and Accounting, this hybrid role requires a blend of strategic project management, business process analysis, and change management. The consultant will audit, document, and prepare internal processes, interfaces, reporting, and personnel to ensure a seamless operational cutover and post-implementation stabilization.

Responsibilities

  • Serve as the central point of coordination between client leadership, OIT, OMB, vendors, and the centralized State NJHIVE team; maintain risk registers, project schedules, issue logs, and executive readiness scorecards.
  • Audit, optimize, and map NJDOE’s current fiscal workflows (appropriation management, encumbrances, federal grants, accounts payable/receivable) into a comprehensive Fiscal Operations Process Library.
  • Document all local systems, peripheral databases, and manual spreadsheets leveraging legacy data to identify technical gaps, SimpliGov workflow dependencies, and data conversion risks.
  • Inventory all mission-critical fiscal reports, identifying updates or redevelopments required to align with the new NJHIVE Chart of Accounts (COA).
  • Design and execute a Department-wide Change Management and Communications Plan; author user manuals, build the Future-State Fiscal Operations Manual, and administer role-specific training programs.
  • Coordinate local staff participation in State-led testing phases; manage deployment cutover protocols and provide dedicated hands-on stabilization support (Hypercare) through the first full fiscal year close post-go-live.

Requirements

  • Bachelor’s degree in Business Administration, Accounting, Finance, Information Technology, or a related field (Master’s degree or relevant executive experience preferred).
  • Minimum 8 years of cross-functional project management / business analysis hybrid experience.
  • Minimum 8 years of business process mapping and tools experience.
  • Minimum 8 years of change management and communication planning experience.
  • Minimum 6 years of large-scale ERP / financial system implementations (at least 2 implementations).
  • Preferred: 5 years of public sector / government finance experience.
  • Preferred: 5 years of data conversion and report auditing experience.
  • Preferred: 3 years of low-code workflow automation experience.

Qualifications

  • PMP Certification, CBAP (Certified Business Analysis Professional), or Prosci Certified Change Manager Certification (preferred).

Pay

Hourly rate: $80.00–$90.00
