About the role

This is a professional position applying high-level project management skills and principles to execute all phases of complex airport projects at Charlotte Douglas International Airport. Responsibilities include managing engineering and architectural consultants for the planning, design, construction, operation, and maintenance of airport facilities, projects, and programs. Work involves preparation of designs, plans, specifications, technical reports, and applications, and requires public contact and independent judgment within established rules and procedures.

Responsibilities

  • Manages and implements the planning, design, and/or construction of complex airport projects while maintaining communication with stakeholders. Projects include airfield, terminal development, maintenance, roadways, bridges, parking facilities, storm drainage, sanitary sewer, facility renovations, and environmental initiatives.
  • Supervises and provides technical advice to consultants, contractors, and others regarding procedures, regulations, and standards. Organizes, prioritizes, and coordinates work activities; monitors progress and inspects completed work for compliance with contracts.
  • Prepares planning and technical reports, including feasibility studies, preliminary designs, cost estimates, and recommendations. Participates in the selection of architectural and engineering firms using On-Call contracts and RFQ processes.
  • Performs project management duties for design and construction activities, including budget negotiation, schedule updates, progress monitoring, purchase order processing, and compliance with regulatory and permitting requirements.
  • Participates in bidding and contracting processes: prepares RFPs and bid packages, conducts pre-bid and pre-construction meetings, issues addenda, negotiates service scopes and fees, and recommends contract awards.
  • Manages projects during design and/or construction phases: attends progress meetings, resolves issues, approves change orders, monitors schedules, reviews submittals, inspects work quality, and facilitates project acceptance.
  • Prepares routine and special reports, maintains records and files, and submits compliance statements to governing agencies.
  • Provides mentoring and guidance to less experienced project management staff.

Requirements

  • Bachelor’s degree in Engineering plus five years of relevant experience, with coursework in engineering technology, aviation management, business administration, or a related field.
  • Progressive responsibility in civil engineering, facility management, or construction management, with thorough design, technical, or planning experience in civil engineering or municipal capital improvement projects.
  • Airport experience is desirable; licensure as a Professional Engineer is preferred.
  • Valid driver’s license with no more than 6 points, and ability to obtain and maintain a city driving permit.
  • Certain convictions may disqualify individuals from unescorted access privileges and employment.
  • Schedule may require irregular hours, changes, and emergency call-backs.

Skills

Knowledge

  • Comprehensive knowledge of civil engineering principles, practices, methods, and techniques.
  • Modern engineering methods applied to construction and maintenance of airport facilities, runways, taxiways, public works, and utilities.
  • Airport facilities and environment, including local, state, and federal regulations.
  • Federal Aviation Administration Advisory Circulars, Engineering Briefs, and Federal Aviation Regulations pertaining to airfields and airport facilities.
  • Transportation Security Administration security regulations and requirements.

Abilities

  • Perform complex engineering mathematical computations, estimates, and data compilation.
  • Use personal computers for word processing and database management.
  • Prepare and present clear, concise reports for diverse audiences.
  • Communicate effectively, both orally and in writing.
  • Represent the airport positively and interact tactfully with the public.
  • Supervise and inspect contractor work to ensure adherence to plans and specifications.
  • Establish and maintain effective working relationships.
